Background:  IBESP is a four year, $41.2 million project that will improve both access to education and learning outcomes in primary schools, in addition to supporting institutional effectiveness across MEHE.  IBESP aims to improve outcomes in reading at the primary level, under the assumption that increased literacy directly correlates to increased academic and professional achievement.  Improved facilities, services, and teaching – along with more effectively engaged communities and school councils – will not only improve learning outcomes, but also increase the chances of youth remaining in the formal education system. The project has three components: Component 1: Improving reading outcomes for primary level public school students Component 2: Expanding access to safe and relevant education for vulnerable public school students Component 3: Strengthening management (resilience) in the education system to better direct and monitor education   Primary Responsibilities The Education in Emergencies Component Lead will be responsible for the overall implementation and management of Component 2. This position demands an independent and dedicated individual with experience in managing education projects in an emergency setting.   Develop and implement a rapid needs assessment to design and deliver program activities that support access to quality education. Ensure complementarity of program approaches in “access” activities across the country; liaise closely with government representatives, donors, and other stakeholders. Coordinate and ensure coherent program design across different component activities to ensure enrollment and retention of students. Develop and implement programs that may include enhancement of additional learning spaces and outreach meetings in the communities, specifically targeting youth and parents to build a better understanding of family and community priorities for education. Develop a detailed work plan for the component with clearly defined activities and specific results-based outputs and outcomes for the implementation of the project within the approved plan and budget. Take initiative in documenting lessons learnt, best practices, and case studies, in order to shape strategies and approaches and contribute to broader sector learning. Provide technical guidance to IBESP Chief of Party and Deputy Chief of Party, and to internal and external consultant/service contract partners including MSI, AMIDEAST, and Ana Aqra’.  Work closely with the senior leadership and technical consultants/specialists troubleshoot complex problems related to the project’s technical approach and deliverables. Proven capacity to supervise, train and coach staff in EiE technical skills including INEE minimum standards Ensure regular participation in relevant education task force meetings, networks and other platforms at the national level Monitor the impact of the component/project and promote learning by documentation of best practices for future emergency work in this context. Travel regularly to the regions to monitor and follow-up on project activities.   Required Qualifications Master degree in Education, Social Science or relevant International Development Studies. Minimum 5 years’ experience in designing and implementing education in emergencies programs. Experience working in an emergency setting and with child protection programs is essential. Demonstrated knowledge of Inter-Agency Network for Education in Emergencies standards, conflict sensitive education, and best practices in teaching and learning in conflict settings Experience in and understanding of community based programming. Experience managing/coordinating school-based refugee and/or IDP education activities Demonstrated capacity to manage large education program components, experience managing USAID-funded programs/program components preferred Experience working in Lebanon required, experience working in critical priority countries (CPC), or conflict affected states is desired. Proficiency in spoken/written English and Arabic is required; fluency in French is preferred.
