Monitoring & Evaluation Officer

MEDECINS DU MONDE FRANCE seeks Monitoring & Evaluation officer For Lebanon (based in Beirut), with movement to the Bekaa area. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.     TASKS AND RESPONSABILITIES :   Main objective:                                   Working under the direction of the programme coordinator the M&E officer will conduct and implement the monitoring and evaluation tools of MDM.   The M&E officer will be responsible to collect timely and accurately data inside the MDM’s partners centers (composed of 5 PHCC and one MMU) in order to monitor and evaluate the services provided to Syrians refugees and Host Communities.   Main activities:   1.     Monitoring and evaluation : data collection Ensure data collection using the monitoring and evaluation tools of MDM by performing regular field visits, in the PHCCs and mobile clinic in Central, West, North Bekaa and South Beirut.  Guarantee timely and accurate information.   2.      Reporting and data analysis Give inputs in designing tools used to collect all data from the PHCCs/mobile clinic (questionnaires, checklist, individual interviews but also beneficiaries’ satisfactory survey and exit survey) in coordination with the Programme Coordinator. Produce written weekly and monthly reports (field visits reports, weekly facilities check lists), and submit it to the Programme Coordinator. Assist in generating summaries for analysis when required (graph, tables, reports) from the database. With the supervision of Programme Coordinator, record activities and data and archive it in appropriate forms. . 3.      Coordination Participate in regular meetings with the programme team to provide updates on data gathering progress. Participate in regular meetings with the partners’ PHCCs/Mobile clinic.   4.     Capacity building of MdM partners The job might require some coaching and support to partners’ staff in the PHCCs, possible health awareness sessions or training.   CONDITIONS OF EMPLOYMENT: Starting: 15th March 2015 Contract: Employee – Fixed term contract Duration: 7 months up till 30th of September 2015. Full time Salary: according to MDM salary scale Post based in Beirut but with frequent trips to the Bekaa area.       SKILLS AND EXPERIENCE NEEDED: University degree (BA), related to health 1 to 2 year of experience in public health OR ANY RELATED FIELD Good knowledge of the public health sector in Lebanon, in particular in primary health care. Arabic language and good English level  are mandatory. Experience working with NGO is preferred. Ability to cope with difficult security context. Good communication skills (oral and written). Excellence in organizing, planning and prioritizing task Ability to work with a team as well as to work independently. Ability to seek, collect, and critically analyse data and information needed to achieve the tasks. Clear commitment in the project thematic. Knowledge of Microsoft word and excel.   Behaviour: To behave with self-restraint at all times and respect the dignity of the beneficiaries.
