Monitoring, Evaluation, Accountability, And Learning Coordinator

ROLE PURPOSE:   The National Monitoring, Evaluation, Accountability & Learning (MEAL) Coordinator in the Beirut Country Office will support the MEAL Technical Advisor (TA) in establishing and promoting the use of MEAL systems and processes in order to strengthen Save the Children capacity to: -       Measure and demonstrate strategic impact -       Be accountable to ourselves, children, donors and partners -       Ensure and increase the quality of our work   The MEAL Coordinator will specifically support the MEAL Technical Advisor in ensuring MEAL strategies and processes, including accountability and learning, are implementing to the standard of quality required across all relevant departments and fields and through all phases of program management cycle.   KEY RESPONSIBILITIES:   Strategic Planning and Leadership Support roll out of Lebanon country office MEAL strategies and plans at field level, ensuring all relevant staff are aware of the objectives as well as their roles and responsibilities Ensure MEAL strategies and plans are effectively rolled out and relevant staff across operations, Program Development and Quality (PDQ) and MEAL effectively engage in all aspects of MEAL within their thematic area Support the education sector in setting up a knowledge management strategy for the sector Timely review, feedback on and aggregate monthly program data (Indicator Performance Tracking Table (IPTT) and Output Tracker) to produce national monthly Output Tracker Aggregate feedback and complaints received through the external call centre or at field level and produce regular national feedback and complaints’ report, highlighting trends and mitigation needs   Programme Quality and Standards Support MEAL skills and competencies’ gap assessment and analysis for MEAL and program teams Support timely roll out of MEAL skills and competencies’ trainings and capacity building for MEAL and program teams Carry out education team’s knowledge management skills and competencies’ gap assessment and analysis Roll out knowledge management trainings with education teams Support the development of knowledge repositories for the education sector Support the sector Technical Advisors in developing or consolidating monitoring toolkits per sub-thematic activity Ensure child friendly and participatory tools and methodologies are used in data collection Participate in review of accountability system and community consultation on accountability mechanisms Support roll out of accountability system at field level     Programme Development and Resource Mobilisation Support proposal development, ensuring logframes have clear causal links and are consistent with sector strategies, logframes and indicators, MEAL activities are appropriately defined in proposal narrative and budgeted in proposal budgets Ensure MEAL planning of new projects or programs takes place at field level in accordance with the MEAL framework before project or program is implemented (MEAL planning meeting, MEAL plan, work plan, accountability system’s review etc.)   Support to Programme Implementation Support MEAL field teams in day to day implementation of MEAL activities Ensure project or program monitoring processes are implemented at field level and are consistent with MEAL framework (development and implementation of data collection plan, data analysis plan, training of Enumerators tools’ field testing etc., data cleaning and validation etc.) Ensure data collection and performance monitoring visits and spot checks (including quality benchmark monitoring) are regularly performed by MEAL field teams, and lead to improvement recommendations Ensure accountability mechanisms are adequately implemented and monitored at field level Support development of Terms of Reference for situation analysis or assessments, baselines, evaluations, research, reviews or other ad hoc information gathering exercises When requested, support the organisation of assessments, evaluations, research work or learning events and ensure adequate documenting of the processes and results When requested, support sector TAs and senior program staff in producing regular evidence and knowledge drawn from project or program data to inform future programming Support the education sector in regular knowledge generation and utilisation through various dissemination channels   Advocacy and Representation   In the absence of the MEAL TA, represent Save the Children in MEAL fora (M&E learning meeting, assessment working groups etc.) When requested, support Interagency coordinated joint MEAL activities With support from the MEAL TA and/or other senior program staff, assist in advocacy activities that target decision-makers in-country. Contribute to communications and media work as required.   Other Perform any other tasks as requested by the Line Manager Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.   QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES Essential Excellent verbal and written skills in Arabic and English At least 3 years of work experience in humanitarian programs, preferably in MEAL capacity University degree or equivalent experience in international development, social sciences or similar Significant experience in a MEAL role in a humanitarian context, preferably at national level Previous experience of managing projects Demonstrable experience in training, capacity building and coaching Experience of and commitment to working through systems of community participation and accountability Demonstrated log frame development and review competencies Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations Strong computer proficiency, particularly with Microsoft Excel and Word, and ability to use computer programs to collect, document and share assessment and monitoring results Some experience of representation and ability to represent SC effectively in external forums. Knowledge of institutional donors and experience of developing proposals Ability to write clear and well-argued assessment and project reports Excellent communication and influencing skills Politically and culturally sensitive with qualities of patience, tact and diplomacy The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances. Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support Demonstrated understanding of emergency response activities Commitment to and understanding of Save the Children’s aims, values and principles.
