Logistics Manager

Job Summary                     The Logistics Manager is responsible for the overall management of Concern Lebanon’s Logistics functions, which comprise of Procurement, Warehousing, Assets, and Fleet.   Duties and Responsibilities   Procurement On a daily basis review and provide comprehensive feedback to the logistician on the procurement tracking system. Circulate this to the ACDS and programme managers on a weekly basis and amend for feedback. Review a sample of procurement documentation each week and provide feedback to the logistics team on this. Liaise with programme managers to ensure all programme initiated procurement is performed in line with Concern procedures. With the ACDS set up procurement lead time targets, and monitor compliance with this. Oversee the set up and maintenance of a preferred supplier database, and conduct regular evaluation of existing suppliers. Set up long term supplier contracts for commonly purchased items to reduce procurement lead times and administration. Provide ongoing training to logistics and programme staff on procurement procedure. Oversee the contract database with finance representatives.   Warehousing Ensure that all warehouses are secure and that stock is housed in appropriate conditions. Conduct full stock counts on a monthly basis, and weekly  stock counts on a sample basis, informing the ACDS and warehouse officer of discrepancies identified. Send copies of warehouse inventory to the programme managers on a weekly basis. Liaise with programme managers regarding incoming and outgoing stock to ensure that demands on warehouse capacity can be effectively managed. Support the Warehouse officer to ensure that all Donations in Kind received are recorded correctly. Identify old and slow moving stock and discuss, and if necessary arrange disposal of this, with the relevant departmental managers.   Assets Responsible for the maintenance of the fixed asset register. Conduct a sample verification of fixed assets on a weekly basis, and full fixed asset verification on a six monthly basis, and update the fixed asset register for any discrepancies. Ensure assets issued to and received back from staff are correctly recorded. Ensure all assets are labelled and easily traceable from and to the fixed asset register Prepare an asset replacement plan with support of the programme managers.   Fleet Review the weekly vehicle allocation prepared by the transport officer and forward to the ACDS for approval. Review fuel consumption rates of all individual fleet vehicles over time and present results to the ACDS on a monthly basis. Oversee the usage of vehicles. Regularly review vehicle provider provision in Lebanon and if suitable suggest improvements. Liaise with the transport officer and programme managers to ensure that appropriate vehicles are procured to support stock movements as required.   HR Plan annual leave for departmental staff to ensure there is sufficient logistical resource available at all times. Carry out performance appraisals for all staff managed every six months, and ensure that these staff appraise their direct reports to the same timescale. Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CofC), including the respect of confidentiality.   Other Act as the focal point for queries between departmental managers and the logistics department. Visit partners on an occasional basis to review procedure, ensure this is in line with Concern and donor requirements, provide training where this is needed, and prepare summary reports detailing the visit to the ACDS. Ensure that all activities performed are conducted in line with Concern policies and Lebanese law. Ensure records are kept in line with Concern requirements. Carry out other duties as assigned by the CD or Assistant Country Director - Systems.       Skills, Qualifications, Experience and Attitude Required   Education, Qualifications & Experience Required:  Bachelors level qualification in relevant field, or equivalent in supply chain management, or academic qualification in engineering with strong knowledge of logistics procedures At least 2 years’ relevant experience Experience of managing staff.   Special Skills, Aptitude or Personality Requirements: Strong leadership skills with the ability to lead and motivate a team. Excellent interpersonal and negotiation skills. Ability to act as part of a multi-cultural and multi-disciplinary team Ability to organize and prioritize workload, using initiative when appropriate Prepared to work and live in very challenging surroundings. Ability to cope with stress, work under pressure often to strict deadlines Flexibility, adaptability, sense of humour, and patience Ability to motivate and develop skills of others Analytical and problem solving skills Ability to assess problems and recommend solutions Proficient spoken and written English and Arabic. Cross cultural awareness and sensitivity to cultural differences Awareness of gender issues Good knowledge and competence of computer applications i.e. Microsoft Office Professional, particularly Excel and database programmes Willing to work in the field as per need of the project activities including occasional overnight stays away from home base Non-judgmental attitude and respect for Concern’s beneficiaries, other staff and people that Concern deals with Commitment to humanitarian principles and values Commitment to Concern equal opportunity and gender practices
