Urban Officer – World Vision Lebanon Terms of reference   Background: WVL recently conducted an urban workshop during which it was decided to develop an urban roadmap that will complement the office strategy. The purpose of the roadmap is to define how the office will grow and mature its urban programming in the next 3 years by identifying (1) the issues that the programs will be addressing in urban areas, (2) the urban geographic locations to expand to, (3) the current good practices that have a potential for replication and scale up across the country, (4) the organizations to partner with at city and national level; for collaboration on implementation, research, advocacy, etc., (5) the budget growth plans for urban programs, among others. The roadmap development is a step-by-step process (refer to annex 1, section 1 for the different steps) that needs to be coordinated by the urban officer, though several departments and functions at the office have a lead role in completing and / or coordinating different tasks (section 3 in annex 1 “who will do what”). Given that WVL is currently reviewing its strategy, it was thought appropriate to align the urban roadmap development process to the strategy review steps in order to ensure time efficiency. A specific action plan was developed that shows how each step of the roadmap development is aligned with a step of the strategy review (Annex 1 page 2 “Steps in alignment with Lebanon NO strategy review”).       Purpose of the job: To lead the urban roadmap development for WVL in full coordination with appropriate staff at the national and field offices levels   Scope of the job: The job includes a set of tasks that require desk work, field work as well as organizing and implementing a workshop. As presented in annex 1, there is a list of steps that need to be completed in order to have a roadmap. Specific tools are available for some of those steps but for others new tools need to be researched. Some of the steps will need direct involvement of the urban officer (through organizing a reflection meeting for example with field staff to identify good practices) and others require their indirect involvement (for example: supporting P&C in conducting the urban staff capacities assessment and giving guidance to the process without doing it themselves). When all steps are completed, the urban officer will have to organize a workshop to share the findings from all the steps and to start the actual development of the urban roadmap on a page (template available in annex 2). After the workshop, the urban officer will have to finalize the urban roadmap on a page with the support of appropriate staff and will have to develop a 2 pager business case providing the rationale for hiring an urban specialist for the office to ensure a smooth implementation of the roadmap.      Reporting to: Technical Lead – WVL; with overall guidance provided by Urban Learning Hub Leader – WV Middle East and Eastern Europe Regional Office (MEERO)   Coordination with: -          Strategy and Learning & Development Manager: All steps of the process; to ensure alignment with the office strategy review process  -          Urban Working Group: All steps of the process to ensure progress is tracked -          Heads of departments (Program Development and Quality Assurance, Grants Acquisition and Management, Finance, Sponsorship, People & Culture, Communications, Advocacy, Technical team, Operations) and / or others, as needed: Specific steps of the process that each department is accountable for   Expected deliverables: (1)    Revised action plan based on new timeframe – given that the process was delayed (2)    Brief monthly reports showing progress (3)    Full documentation of each step completed; especially when new tools are used for different steps (4)    Urban roadmap workshop conducted   (5)    Complete roadmap on a page including addressed feedback given by appropriate stakeholders (6)    2 pager report presenting the rationale behind hiring an urban specialist for the office to be presented to internal and external funding sources       Duration: 6 months, starting January 2015   Location: Flexible given the nature of the assignment. The person will have access to national and field offices but is also free to work from other locations
