The Senior Programmes Implementation Coordinator will assist the Country Director, Syria with all aspects of implementation and development of IWPR’s programming in Syria and Lebanon and support implementation of the country strategy. Providing leadership, strategic direction, management and evaluation of all aspects of the programmes, the Senior Programmes Implementation Coordinator will also play a key role in external representation, legal compliance, grant management, programme coordination and team leadership.
NB. Interviews will take place on rolling basis.
Key Activity Areas
Oversee programme implementation in consultation with the Country Director and in accordance with the project proposals, ensuring objectives are met within the required time frames and budgets. Where necessary ensure preventative and corrective action is taken;
Support IWPR field staff in all aspects of finance, administrative, and logistics management, ensuring knowledge of and adherence to applicable IWPR operational systems, donor requirements and country programme strategies;
Prepare and implement policies, procedures and guidelines, as appropriate and in conjunction with the relevant field staff and HQ staff, to ensure the smooth running of programmes through standardised procedures and improved support. This may include finance and governance procedures, staff management, and IT security and infrastructure;
Develop and implement monitoring evaluation systems, in line with IWPR MENA’s M&E plan, for programmes to achieve strategic goals;
Manage a comprehensive activity plan for the programme - including resource needs analysis - covering the time frames of the project proposals;
Represent IWPR at relevant national and local meetings with government officials, partners/contractors, other NGOs, etc., reporting back as applicable to staff, field managers and the development team;
Ensure the programme complies with local legislation in all of its work;
Line-manage staff and consultants as required, according to IWPR policy and local employment regulations, including equal opportunities policies;
Deputise for the Country Director at meetings, conference calls and other aspects of the role when required;
Undertake other duties that may be reasonably requested by the Country Director and the MENA Director.
Qualifications
University degree or equivalent experience
Post-graduate degree in the humanitarian sector or management is desirable
Fluency in English and Arabic (spoken and written) required.
Experience in not-for-profit sector, preferably overseas
Experience of representation at national and local levels - dealing with donors and government officials - is desirable
Experience of financial management of grants and handling budgets and spend-down plans is desirable
Knowledge and understanding of the situation in Syria, the Syrian CSO landscape and all other relevant actors in the conflict
Experience and willingness to train/mentor staff
Willingness to work flexible hours as required by demands of project
Advanced leadership and management skills
Team-player with excellent inter-personal skills
