Basic Function: purpose and scope
The Health Officer will provide medical assistance and counseling in response to the needs of refugees and asylum-seekers with major and minor health problems. The HO will perform a variety of tasks and duties intending to support the ongoing of the project implementation, to make the project and related activities successful, to find the best solutions for beneficiaries as well as to improve the health conditions.
Duties performed:
• Act as a reference point to refugees in need of medical assistance.• Provide guidance and proper referral to refugees seeking primary or secondary health care with the assistance of the medical consultant if needed.• Coordinate with different associations and NGOs to ensure appropriate referrals and assistance of vulnerable cases.
• Follow-up on medical cases in need of CLMC assistance in secondary health care settings: collect needed documents – get CLMC consultant approval – contact hospitals and patients – ensure related data collection and reporting.• Follow-up with hospitals for inpatient cases, and perform hospital visits for certain patients when needed.
• Assess patients at the center and provide care as necessary.• Ensure home care nursing visits for patients in need: disabled, elderly… and provide care to patients who are in need of medical intervention such as health assessment, wound dressing, blood drawing, intravenous perfusion insertion… provide guidance to the families on how to care for the patients. Keep track of the cases and report about them on a monthly basis.
• Responsible in coordination with the health unit of the implementation of the project supporting Primary Health Care (PHC) centers. • Perform visits regularly and as needed, for monitoring and follow-up of the activities at the contracted PHC centers. • Ensure that implementation is made in accordance to the agreement signed between CLMC and the PHC centers, and in accordance with UNHCR requirements.• Provide support to the PHC centers, and take appropriate actions when needed in coordination with the health unit.• Ensure continuous communication, regular update and coordination with UNHCR field office to find solutions to problems or challenges faced. Ensure proper reporting on the ongoing of the project to UNHCR field office as well as to CLMC headquarter.• Collect weekly data and information from the supported PHC centers; prepare weekly and monthly reports as required.
• Be creative, analyze and share the needs among refugees related to health education.• Prepare health educational materials and flyers to be used for awareness sessions.• Conduct health awareness sessions to groups of refugees at CLMC. Plan, contact participants, implement sessions, ensure related documentation and reporting.
• Responsible of the equipment and medical supplies available at the center if any, in term of request and regular check-up.
• Attend the interagency and coordination health meetings and represent CLMC health unit. • Attend meetings with hospitals to improve coordination and medical services. • Coordinate with other partners working with refugees to avoid duplication and provide better services.• Coordinate daily and regularly with the senior social worker, the field coordinator and the head of the health unit.• Perform data collection in relation to services provided for refugees.• Issue relevant reports as needed. • Perform other duties in relation to the health projects for refugees as needed. • Apply ISO procedures as requested by CLMC headquarter.
