Senior Humanitarian Development Advisor - Noc - Hru018 - Beirut

Accountability (key results that will be achieved) - Develop country cooperation instruments (MoU, LoU, Exchange of Letter) with development partners as may be required to advance the humanitarian response to refugees through support to hosting communities and national institutions; - Support the establishment and functioning of the UNDP-UNHCR joint efforts and preparation of related policy and strategic guidance; - Guide and support the offices in the “packaging” of refugee and host communities related data and information to inform the design and targeting of immediate stabilization and longer term development programmes; - To the above end, reach out to, and reinforce working relationships with relevant humanitarian and development partners at the country level (UN, IFIs, NGOS), to advance the sound conception, content and targeting of immediate stabilization and longer term development programmes; - Guide and support (drafting) of the relevant components of the RR6 document insofar as it relates to linkages with longer term development programmes. Responsibility (process and functions undertaken to achieve results) 1. Cooperation with the World Bank Surveys - Maintain close contacts with the World Bank on plans – WB and UNHCR – for surveys and other pieces of work on Lebanon, to ensure that refugees are taken into account in planning of work, and to ensure that each agency benefits from the technical expertise of the other ; - Provide strategic guidance to the WB in the preparation, planning and implementation of the poverty welfare survey of Lebanese and refugee (Syrian and Palestinian) households. - Maintain contacts with the World Bank on planned projects, to ensure that synergies with ongoing UNHCR activities are maximized; - Develop an Exchange of Letters with the World Bank setting out our mutual objectives and outlining our respective commitments to the project. National poverty targeting programme - Examine ways in which UNHCR can and would be well-advised to continue its engagement with this programme Multi-donor trust fund - Work with the office of the Resident Co-ordinator to ensure that UNHCR is informed and consulted on projects being discussed by the advisory board so that UNHCR can review projects and comment through the RC office to the advisory board 2. Cooperation with UNDP Further enhance work done with UNDP, including in the following areas Community Support projects - Monitor and advise on the implementation of the sub-agreement with UNDP MOU - Negotiate the review and renewal of the operational framework agreement (that refers to the Regional MOU) to reflect the new relationship between UNHCR and UNDP in 2015 Information management - Work with UNDP to ensure that the mapping of needs and responses to Municipalities and SDCs is reported for use by agencies working in the humanitarian response - Support efforts of the UNHCR inter-agency cooperation team to help strengthen UNDP’s information management capacity 3. Co-operation with CDR - Maintain a relationship with CDR on their leadership of the social cohesion sector, representing UNHCR in meetings and working groups 6. Maintain an overview of the broader development community - Develop a network of contacts to ensure that UNHCR has a broad understanding of the development and funding environment, and to promote the work and concerns of UNHCR within the development community 7. UNHCR implementation and coordination - Guide and support the offices in the “packaging” of refugee and host communities related data and information to inform the design and targeting of immediate stabilization and longer term development programmes. - Guide and support reporting of the relevant components of the 3RP document insofar as it relates to linkages with longer term development programmes - Maintain an overview of the stabilization component of the 3RP to ensure that required linkages can be made with development activities that are outside the 3RP. Authority (decisions made in executing responsibilities and to achieve results) - In consultation with concerned humanitarian and development partners, prepare a guiding strategic and policy framework articulating linkages between the humanitarian content of the Regional Refugee Response and that of longer term national aid programmes. - Manage the development of country-level cooperation instruments with relevant humanitarian and development partners;

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.

- Advanced university degree (Masters or equivalent) in social sciences, development, development economics or similar;
- At least 6 years field experience (in development or a mixture of development / humanitarian), including extensive experience in a coordination, policy and analytical role;
- Excellent interpersonal, negotiation and communication skills;
- Advanced English drafting and writing skills;
- Knowledge of spoken and written Arabic is an advantage

DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.

- Experience working with development actors (World Bank, UNDP, bilateral aid agency, or similar) in a staff or consultancy role;
- Experience of living/working in the region;
- Demonstrated, excellent analytical skills;
