The Finance Manager provides operational oversight to current and future emergency Syrian Response of Solidar Suisse in Lebanon. He/she monitors out all aspects of the financial and administrative functions. The Finance Manager ensures effective implementation of the financial policies and procedures according to the Solidar Suisse guidelines and in compliance with donors’ requirements and local rules and regulations.
RESPONSIBILITIES
Budget design and monitoring
• Ensure the correct allocation of expenses to the projects
• Ensure the effective financial follow up of the projects implemented; develop the necessary tools and tables to do so
• Provide analysis of the running costs
• Develop project budgets for proposals according to project needs and donor constraints
Accountancy, accountability and internal control
• Establish, maintain and monitor financial management systems, procedures and controls, ensuring these are compliant with Solidar Suisse, donor and legal requirements
• Update monthly the budget vs actual (BVA)
• Guide and supervise the work of subordinate staff and ensure that the accounting
system (Banana) and financial documentation is accurate and up-to-date
• Provide feedback on the documentation and process to the Program team and Logistics team on compliance towards Solidar Suisse rules and regulations and donors’ requirements
• Supervise the payroll process and accuracy. Ensure smooth communication and information of the outsourcing company
Cash Management
• Oversee the management of bank accounts: follow transfers, check balances and check authorization
• Supervise the management of safes and cash: available amount, balance checks, security instructions
• Manage money transfers, bases cash-supply and amounts in circulation, whilst defining payment procedures (bank transfer, cheque, cash etc.)
• Prepare cash request to the headquarters
Reporting and capacity building
• Supervise the monthly bank and cash reconciliation
• Supervise the monthly finance reporting to the headquarters
• Draft financial reports (mid-term and final) respecting contractual deadlines
• Facilitate the internal and external audits. And will ensure SOLIDAR Suisse compliance procedures along with donor guide lines.
• Continuous training and capacity building of the finance team and the program team on finance requirements
Legal and administration
• Ensure compliance of SOLIDAR Suisse to legal requirements of the area of intervention
• Follow up of legal-related issues, in coordination with the lawyer (Mission registration, Professional license, Work permit (internationals) etc.)
• Review and update the national staff grade, salary & position to be in accordance with country approved salary grid
• Supervise the Administration filing (registration, supplier/service contracts…)
Perform any other related duties as required by the Country Representative.
