Consultancy For Program Evaluation

Background                                                                                                                                                                    - To address unmet reproductive health and psychosocial support needs of adolescents and adults living in marginalised and impoverished communities in Ein el Helweh and Rashidye refugee camps, MAP and local implementing partner NABA’A have been running the Reproductive Health programme since 2008. The programme is based on a model of integrating reproductive health services, with health advice, counselling and health promotion, to provide for the needs of population groups with poor access to mainstream services.  The programme comprises two drop-in clinics that offer antenatal and postnatal care; family planning and fertility counseling; cancer screening and prevention; RTIs and UTIs prevention, screening and treatment; general health advice and counseling.  The programme also includes an outreach community health awareness component that is delivered by the clinics’ team, a youth-to-youth peer education team, and a mother-to-mother peer education teams. The partnership between MAP and NABA’A is organized around the provision of financial and technical support by MAP, whilst NABAA provides day to day implementation and management of the project. MAP and Naba’a are recruiting a Consultant or Team of Consultants to conduct an evaluation of the project, to be carried out in January 2015. Purpose of the evaluation                                                                                                                                           - To identify current strengths, areas for improvement and future opportunities for the MAP-Naba’a Reproductive Health (RH) Programme, with a view to support future project planning and service upgrading. Scope of the evaluation                                                                                                                                               - The consultant/s will: Appraise the relevance of the programme to community needs: 1.1   Identify current gaps inRH service provision and main unmet needs among Palestinian refugees in Lebanon – both Palestinian refugees from Syria (PRS) and Palestinian refugees from Lebanon(PRL); 1.2   Assess the extent to which the services offered in the frame of Naba’a-MAP’s projectfulfillneeds of the beneficiary group not met by other providers; 1.3   Identify complementarities and areas of overlap with other existing projects/services.  Assess accessibility, quality of care/quality of service delivery (clinical and outreach services), including: 2.1   Ease of access for beneficiariesincluding geographical, environmental, cultural and financial considerations; 2.2   Compliance with relevant care protocols (clinical services)/evidence-based information and practice (outreach services); 2.3   Patient safety including infection prevention and control; 2.4   Privacy, confidentiality and informed consent; 2.5   Staff communication and counselling skills; 2.6   Quality of documentation; 2.7   Continuity of care including referral mechanisms; 2.8   Staff roles and competencies. 3.       Appraise and measurethe programme’s success in achieving its expected outcomes/impact, including: 3.1   ImprovedReproductive Health knowledge, attitude and practices among the beneficiaries, as a result of programme activities; this will be measured against baseline data, as available; 3.2   Improved care-seeking behaviorsin direct beneficiary groups; 3.3   Health benefits in direct beneficiary groups as a result of programme activities; 3.4   Beneficiary satisfaction; 3.5   Any other positive outcomes resulting from the project. 4.       Analyse strengths and areas for improvement in MAP-Naba’a’s partnership, including: 4.1   Any improved capacity of both partners to design, implement and monitor community-based reproductive health programmes as a result of this programme; 4.2   Strategic views about the future ofMAP and Naba’a’spartnership and respective roles in RH service provision; 4.3   Other areas of interest.  Methodology                                                                                                                                                                  -  In order to fulfil the goals of the evaluation exercise, the consultant/s will be expected to undertake:  A literature review including reports by UNRWA and I/NGOS covering health needs of, and health service provision to, the Palestinian refugee community in Lebanon; A desk review of all project documentation, including project proposals, logical frameworks, progress reports, activity reports, beneficiary databases, activity databases, and other M&E documents for at least the last two funding cycles; Key informant interviews with Naba’a and MAP programme management and staff, UNRWA, PRCS, I/NGOs and others; Beneficiary consultations (it is recommended that both quantitative and qualitative methods are used). Deliverables                                                                                                                                                          The Consultant shall deliver a final report in English, structured as follows: -          Executive Summary -          Background information about the project and the partners -          Methodology and limitations of the study -          Key findings: Project relevance -          Key findings: Accessibility and quality of services -          Key findings: Outcomes and impact -          Key findings: Partnership and other strategic aspects -          Conclusions and recommendations In the final chapter, the Consultant will be expected to formulate recommendations regarding, among others: -          Possible additions to the existing service package -          Recommended approaches to better reach and serve the intended target group -          Required quality improvements in service delivery -          Recommendedactions regarding staff job description and competencies -          Strategies to maximize project outreach and impact Qualifications                                                                                                                                                       -          Medical background – Obstetrics &Gynecology preferred -          Post-graduate qualification in Public Health, Reproductive Health or other relevant field -          Demonstrable prior experience of programme evaluations in a humanitarian context; familiarity with programme planning methodologies and tools -          Good knowledge of the humanitarian context in Lebanon and of the situation of Palestinian refugees in the country -          Excellent research and writing skills -          Fluency in both English and Arabic is required N.B. Consultants may apply individually or as a team; in the latter case, it is sufficient that each of the required qualifications is met by at least one team member. Timeframe                                                                                                                                                           The evaluation shall be finalized not later than 15th February 2014. A first draft shall be submitted to MAP and Naba’a by 31stJanuary 2015. After review and feedback from MAP and Naba’a management, a final report should be submitted by 15th February 2015.
