Education Coordinator

The Norwegian Refugee Council (NRC) established its presence in Lebanon during the early days of the war over the summer of 2006. By April 2007, an education in emergencies programme was launched providing catch-up classes and recreational activities to Iraqi refugee children and youth. In the fall of 2008, the program expanded to include further support to Palestinian refugee children and youth and in 2013 to respond to education needs of the Syrian refugees. In 2014, NRC offers quality education support to Lebanese, Palestinian, Syrian and Iraqi children and youth. The NRC Education Programme strategy aims at supporting refugee and displaced children and youth in achieving their full potential and enjoying their right to education. NRC’s education strategy to support refugees from Syria to access their right to education takes place through the following responses: a) Working closely with the Lebanese Ministry of Education and the Lebanon Education Working Group (EWG) by supporting education assessments and designing education response in line with the Lebanese INEE Standards for Education in Emergencies and international standards.  b) Providing learning support and recreational activities to refugee and host community children so they can access and stay in school, professional support for teachers, awareness sessions for parents, and minor school rehabilitation for schools hosting refugee children. c) Supporting alternative education options and non-formal education opportunities including, accelerated education and ongoing learning support classes with a view of integrating refugee children in formal school or community based schools. d) Strengthening referral mechanisms through close work with NRC’s legal assistance expertise and other NGOs who may provide additional support. JOB PURPOSE Under the guidance and supervision of the Education Project Manager, the Education Coordinator will be responsible for coordinating the activities of NFE Plus Program (Non Formal Education P) in the South of Lebanon, communicating with external authorities, and ensuring that the NFE Plus Program is functioning well. The Education Coordinator is expected to work in accordance with the organization’s core values: dedication, innovation, inclusivity and accountability. These attitudes and beliefs shall guide our actions and relationships.  1.      Role and responsibilities The following is a brief description of the role. Generic responsibilities: Identification of strategic areas (highly refugee populated areas) Coordinate the identification and selection of spaces for the implementation of NFE P activities; Management of agreements (MoU) and relationship with communities (refugee representatives) and Parents Group Committees, Ensure accurate recording and tracking of project data. Assist in the design and definition of community participation and mobilization models. Facilitate the designing of tools for classroom observation and teacher performance Facilitate the identification and adaptation of teaching curriculum based on national standards Facilitate the drafting and designing of capacity building learning events/workshops and training modules Ensure that NRC activities are implemented in accordance with INEE Minimum Standards for Education in Emergency, Minimum Standards for Child Protection in Humanitarian Action (including monitoring of child abuse and/or mistreatment) and any other relevant International Guidelines); Draft and consolidate reports Specific responsibilities Under the guidance and supervision of the Education Project Manager Human Resources Management: staff selection, induction and performance management. Teacher selection and trainings. Draft and introduce NRC’s MOU’s with communities. Project Implementation: regular follow up of project work-plans, expenditure plans, regular communication with finance/logistic departments Coordination: actively work in collaboration with NRC Core Competency Field Coordinators, (Shelter, ICLA, CCB), in order to ensure delivery of quality and holistic services to beneficiaries. Regularly liaise and consult with NRC Lebanon Education Management Team, Ministry of Education and Higher Education (MEHE) and Ministry of Social Affairs (MOSA).Regularly coordinate with other Humanitarian Actors namely: UN agencies and NGOs, Education Working Group. Monitoring and Evaluation: Implement NRC Monitoring and Evaluation tools, ensure accurate and timely data collection, compile regular external and internal reports using NRC and/or Donor formats The Education Coordinator will be responsible for any other tasks as requested and agreed upon with the Education Project Manager under the guidance of Education Adviser. Critical interfaces Relevant interfaces for this position are: Education Working Group: Participate together with the Project Manager  as requested, in the EWG meetings and other relevant coordination meetings in the South Education Sector Partners: Work cooperatively with the UNHCR, UNICEF, MEHE district Offices, UNRWA, and other key education partners in implementing NFE PLUS  activities Work in close collaboration with NRC core competencies, security, logistics, human resources and finance. Cooperate and collaborate with other NRC core competencies in the Field. Achievement Indicators: NFE Plus System is in place and functioning NFE Plus locations are identified and functioning Quality of Education Activities is ensured through regular monitoring Quality induction for teachers and in service training are effectively implemented Right to Education is promoted through mobilization of local communities; NRC Education Management guidance is reflected at field level; NRC and Community Leaders Memorandum of Understanding is upheld and implemented Accurate and on time reporting and data collection in ensured and in accordance with NRC tools; NRCs scope and mandate are promoted and respected NRC and Donor’s visibility is ensured at field level and reflected in any report, official communication and relevant external meeting 2.      Competencies  1. Professional competencies Generic professional competencies for this position: Relevant Education Background: Accomplished University Degree in Education Social, Human Resources and/or similar, significant Master and any other relevant Trainings (at least two years) Previous teaching experience (at least one year) Experience from working in a humanitarian/recovery context Previous experience from working in complex and volatile contexts Proven capacity related to the position’s responsibilities Understanding and experience in protection/ child protection issues. Awareness and understanding on the INEE Minimum standards and related tools and any other relevant International guidance (Minimum Standards for Child Protection in Humanitarian Actions Convention on the Right of the Child) Experience in working with communities Fluency in English and Arabic, both written and verbal Context related skills, knowledge and experience: Proven knowledge of current humanitarian backgrounds Proven knowledge and experience in working with South Municipalities and Institutions Proven knowledge and experience in working with refugee context and related issues  At least 3 years of experience in similar backgrounds and coordination positions (NFE Plus experience would be an asset) Experience in Community Mobilization 2.
