PRESENTATION OF HANDICAP INTERNATIONAL Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.   For more details on the association: http://www.handicap-international.org   Handicap International is composed of 3 operational divisions: Emergency Response Division (ERD) Mines Division Development Division   MISSION CONTEXT   The Emergency Response Division in Lebanon was created in April 2012. The provision of support to health structure is provided directly by Handicap International physiotherapist and technical advisor. The identification, assessment of the needs, referral and direct provision of services is done trough 18 outreach teams (composed of one social worker as case manager and one physiotherapist supported by 4 psychologists and/or psychosocial workers) and through 4 fixed points in the communities (in community centers to allow more efficiency reducing the time to reach the beneficiaries). An additional team in Bekaa and North Lebanon will be focusing on the community sensitization, training to humanitarian workers and the identification of potential local partners. In Lebanon, the provision of household essential items including food, NFI and unconditional cash assistance to cover essential winter basic needs of the most vulnerable refugee newcomers will be done in HI area of intervention (54 villages in Central and West Bekaa) through current dedicated outreach teams and distribution teams.     ACCOUNTABILITIES   Line manager: Project Manager Line manager+1: Field Coordinator Supervise: 1 Referral Focal Point & 1 Hotliner/Intaker In direct cooperation with: Project Officers & Database Officer     RESPONSIBILITIES   Objective 1:Management of the Disability & Vulnerability Focal Point project in the area (Tripoli/T5 and Akaar): Activities/Main duties Under the direct supervision of the Program Manager: -     Ensure the coordination between the different component of the project -     Properly follow up on the objectives and indicators of the project -     Ensure the good implementation of the activities -     Ensure the liaison between projects and others departments -   Ensure the representation upon PM request with any relevant stakeholders, local, national and international partners, local and provincial authorities in order to facilitate the implementation of project’s activities -  Replace the program manager in his/her absence in the different aspect of the project (coordination, team management, support, representation, reporting) and refer to the field coordinator for any important questions/issues.   Objective 2: Team management Activities/Main duties: -     Ensure a good communication, coordination and information level of each member of the team through regular coordination meetings (or other if needed); -    Define Individual Action Plans for all the persons under your line management -    Support and build the capacity of the person under your management, and assess the needs for additional training -    Ensure that appraisals of the staff member are done according to the HR procedure and be aware of the professional evolution of each member of your staff, and its development within the mission -    Ensure conflict resolution (personal and professional) within your team and inform the field coordinator and the administrator when necessary -   Animation and organization of the meetings with his/her team   Objective 3 : Inter-deparmental coordination Activities/Main duties: Under the direct supervision of the Program Manager:  -  Ensure a good coordination with the logistic and administrative department, -   Ensure a correct follow-up of the administrative and logistic aspects of the project -   Ensure the respect of HI financial and logistic procedures implemented on the mission -   Ensure the partnership from an administrative, logistics and operational point of view with the local health structures in coordination with the field coordinator   Objective 4 : Participate in the analysis and reporting of global issues in the refugee population and the humanitarian context Activities/Main duties: -   In formal and informal meetings with the team, participate to a qualitative analysis of the different kinds of issues, at individual, familial and community level -   Participate to report with the tools and the internal system all issues identified -   Be part of a constructive holistic team work to develop a very qualitative analysis and response for disable and vulnerable persons -   Make proposition to PM on strategy of action to ensure a quality response to the refugees needs   Objective 6 : Ensure the work quality of your team on reporting, referrals and information sharing: Activities/Main duties: -     Regular field visits with the team -     Participate regularly in the assessment of their needs in order to monitor the data collection done by the different field teams and to ensure a quality reporting of data in the database -     Organize training/refreshment when needed   Objective 7: Reporting Activities/Main duties: -    Follow up of the database for all statistical reports; -    Facilitate regular reporting on your activities to the Project Manager upon her solicitation (coordination meeting, workshop meeting, etc.); -    Write monthly situation report (SITREP) by providing relevant data related to your position; -    Follow up of the donor and HI indicators   -    Send every weeks a compilation of reporting tools used and updated during the week -    Send minutes from all the meetings and discussions with external actors -    Send any other report upon PM request -    Report any constraints or problems faced with the team before taking any action -    Report without any delay any security issue   Objective 8 : Administrative Activities Activities/Main duties: -     Provide administrative and logistic support to the project manager upon request   Objective 9 : Demonstrate an ethic and professional practice: Activities/Main duties: -     Respect beneficiary confidentiality. -     Respect and promote HI’s Policies and report to your line manager any non respect of HI’s policies amongst the teams or partners -     Address needs and requests in a professional way -     Report any incident or act that causes any harm to beneficiary or to others -     Always respect a refusal of treatment.   Objective 10 : Demonstrate willingness to improve professional competences and abilities to increase care quality: Activities/Main duties: -     Demonstrate motivation at work. -     Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities… -     Participate in the different activities that are common to all team members -     Respect each team member’s positions, work, and specialty -     Adapt to special situations or demands from supervisor (reporting, etc)   REQUIREMENTS   Background: KNOWLEDGE Mandatory: •  Cycle project management •  Community work •  Team management •  Reporting Preferable: •  Representation   SKILLS •  Good communication and listening skills •  Diplomacy •  Proactive •  Organizational skills •  Work under pressure   Languages: : Fluent in English and Arabic mandatory (oral and written) Driving licence: Not mandatory Computer skills: Good Personal qualities & soft skills:         •    Adaptation to specific working conditions •    Capacity to work in team and autonomously •    Source of proposals •    Capacity to work in an multidisciplinary and multicultural team •    Dynamism, high level of motivation •    Flexibility and availability •    Interest for social work and field work •    Willingness to learn new skills and/or approaches •    Good capacity to interact with members of the team and different communities   EXPERIENCE: •  First experience in community base projects is mandatory •  INGO/LNGO working experience is an advantage •  Between 1 and 4 year experiences    JOB CONDITIONS Remuneration: according to HI salary grid Starting date: ASAP Duration/ Type of contract: Indetermined Social insurance: Covered by Handicap International according to HI salary grid
