Founded in 1933, the International Rescue Committee (www.theIRC.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 25 countries around the world, addressing both the immediate and life saving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies. The IRC has been working in Lebanon since 2012 to provide support to refugees and vulnerable host community members in the areas of women’s protection, children’s protection and cash assistance.
The IRC is implementing protection programming in South Lebanon during 2015, which includes protection monitoring and information dissemination, legal service provision and support for field-level coordination. The protection program seeks to promote a protective environment for adults and children. Field-level coordination contributes to this objective through supporting the integration of different components of interagency protection programming at district level, including protection monitoring, case management, community-based activities and legal services.
Job Overview/Summary: Under the direct supervision of the Protection Manager (South Lebanon), the Field Coordination Team Leader will be responsible for leading IRC support for interagency and cross-functional coordination at district level across South Lebanon. Coordination activities will lead to 1) improved coordination of service provision among different actors; and 2) streamlined and improved coordination with local authorities. Together, these goals support improved outcomes for vulnerable members of the refugee and host communities, as well as the maintenance of humanitarian access for international and local actors. The Field Coordination Team Leader will work in coordination with the Protection Monitoring Team Leader and legal services team to enhance targeting of IRC resources and contribute to analysis of protection concerns. S/he will also ensure accurate and comprehensive weekly reporting of coordination activities.
Major Responsibilities: Major responsibilities of Coordination & Reporting Team Leader (not exhaustive) are listed below:
Oversee weekly work planning and scheduling to ensure the implementation of:
regular (weekly or fortnightly, depending on needs) interagency protection coordination meetings with relevant actors at the district level;
empowerment participants in district coordination to contribute to leadership of the district coordination mechanism where appropriate, and support district-level initiatives designed to further improve coordination between relevant actors;
streamlined and effective coordination with local authorities for the key purposes of maintaining broad humanitarian access, promoting the positive engagement of local authorities in addressing protection concerns and facilitating the work of other actors;
detailed and up-to-date record keeping of coordination meetings and initiatives, including the follow up of key issues, concerns and cases, on a weekly basis.
Lead the contribution of Field Coordination Support Staff to the collection and analysis of protection data, by forwarding protection information, risks and concerns to the Field Coordination Team Leader, as appropriate.
Work to strengthen IRC’s relationship with refugees, refugee/host community leaders and municipal actors in order to maintain good access to POCs.
Support the Protection Team Leader and Protection Manager (South Lebanon) to conduct advocacy on behalf of the community, in collaboration with UNHCR staff.
Prepare and submit weekly field reports to the Protection and Information Manager on a timely manner.
Prepare and submit monthly analytical and progress reports to the Protection and Information Manager.
Coordinate with mobile teams and Protection Team Leader to obtain detailed and reliable protection monitoring data on a weekly basis.
Work closely with ICT4P to produce visual analytical and statistical protection data.
Assist the Protection and Information Manager in drafting trends for the monthly Protection Working Group.
Conduct other duties as assigned by supervisor.

Job Requirements:
Work Experience:
At least three years’ experience in an NGO, preferably in social work or sociological research.
Experience working for an international organization is preferred.
Good protection background and knowledge of refugee context, as well as demonstrated ability to identify and refer vulnerable cases, is desirable.
Previous management experience is strongly preferred.
Experience in regular report writing.
Demonstrated Skills and Competencies:
Belief in human rights including gender equality.
Good communication skills including ability to gain trust and build relationships with new communities.
Basic computer skills including Microsoft Word and excel.
Good interpersonal skills and ability to work as part of a team, as well as independently.
Excellent report writing and drafting skills.

Flexible and able to work in a dynamic and diverse environment.
Language Skills:
High standard of spoken and written Arabic and English, ability to translate desirable.
Working Environment: Located in Tyre, the position will involve travel throughout South Lebanon.
