Water Infrastructure Engineer - Officer

  KEY RESPONSIBILITIES: To work closely with staff at the Bekaa Water Establishment, Engineering Consultant and Contractor to implement the project in line with the Objectives laid out in the Logical Framework. Assist plan and undertake a water supply network and hydraulic study. Verify quality of technical documents provided by the engineering consultant as part of the tender process. Ascertain the constructions standards and SOPs required by the Bekaa Water Establishment. Monitor the budget and ensure funds are spent within the time frame acceptable to the donor. Work closely with Oxfam policy and advocacy team. Ensure donor has visibility throughout the entire project period. Secondary Priorities   To assist in identifying new infrastructure projects aimed at supporting the role of the Bekaa water establishment. Provide relevant information to Line Manager to assist in developing new proposals together with programme Manager and Funding coordinator. To report regularly, verbally and in writing to the Infrastructure Project Manager. To assist in preparing mid-term and final reports for donors in collaboration with Line Manager by providing timely and accurate information. To ensure that the project takes gender and age issues into account.     SKILLS AND COMPETENCE: Civil or Water  related Engineering qualification, backed by at least 5 years of practical experience in engineering projects, especially in INGOs. Membership of professional engineering body or closely related equivalent is desirable Willingness to be part of, and closely work with a wider Oxfam non-WASH team including policy, advocacy and media teams. Proven experience in Water Supply and waste water infrastructure projects. Proven Experience in Managing contractors in  Civil and Water  related projects Proven experience of preparing Tender documents and payment certificate for Civil and Water related projects Experience in partners and staff capacity buildings. Proven experience in Project Budget Monitoring and Report writing Have experience of Engineering / WASH related assessments Diplomacy, tact and negotiating skills. Good written and spoken English is essential. A good working knowledge of Arabic would be desirable. Sympathy with the aims and Objectives of Oxfam. Commitment to humanitarian principles and action. Commitment to equal opportunity and gender policies. Demonstrated experience in integrating gender and diversity issues into programmes.
