Community Liaison Officer

These attitudes and believes shall guide our actions and relationships.  1.      Role and responsibilities Generic responsibilities Support the Area Manager to develop, maintain and establish  positive relations with the key stakeholder in Bekaa including  Lebanese authorities, municipalities, Lebanese NGOs,  refugee community leaders and other key community members; Collect, analyse and share comprehensive information that meet the needs of NRC’s humanitarian operation in Bekaa as requested by programme staff and tasked by the area manager; Promote NRC’s humanitarian support  to refugees and host community in Bekaa; Ensure that “Do No Harm Approach” is applied through analysing the impact of NRC’s intervention and advising the programme staff accordingly; Specific responsibilities In ccordination with Area Manager, Security advisor and program staff visit municipalities and local authorities to liaise with leaders and other key stakeholders to gather information details about the humanitarian situation and community needs and to keep them updated about NRC’s vision, mission and activities; Supporting area manager and program staff to develop an in-depth understanding about NRC’s vision, mission, core competencies and activities in Bekaa, be an advocate for NRC’s humanitarian work and introduce NRC programme staff to main stakeholders; Identify and carry out necessary liaison with community and refugees leaders and other key stakeholders before and during the NRC humanitarian intervention in Bekaa; Mapping  the key decision makers in Bekaa area and keep this information updated and available to project managers or their substitutes; Provide NRC with regular analysis reports on the humanitarian, economic  and political situation in Bekaa; Maintain and update a database with all relevant contacts from different government representatives, local NGOs, municipalities and other key stakeholders; Compile regular situation reports on the outputs and activities of the coordination and liaison efforts with community stakeholder; In coordination with other project managers, ensure that feedback gained from project activities is made available to local authorities as required; Critical interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: Work closely with security officer; Coordinate with programme managers and programme staff; Coordinate with the information and advocacy adviser; 2.      Competencies Competencies are important in order for the employee and the organisation to deliver desired results. Generic professional competencies for this position: Experience from working in a humanitarian/recovery context Previous experience from working in complex and volatile contexts Documented results related to the position’s responsibilities Fluency in English and Arabic. Context related skills, knowledge and experience: University degree on communication, public relation,  international relations or social sciences; Excellent negotiation and mediation skills; Excellent reporting and analysis skills; Committed to humanitarian work. 2. Behavioural competencies These are personal qualities that influence how successful people are in their job.
