Shelter & Nfi Manager

Medair’s team in Lebanon provides refugee families with essential items and assist with improving tented shelters and poor housing conditions. In addition, Medair complements these shelter activities with critical NFI distributions and a WASH component, support for primary health clinics and GIS mapping and site planning of informal tented settlements. Working as an important member of a diverse team, the shelter manager will be responsible for assessing the shelter needs of vulnerable refugee populations and designing appropriate responses. This will require effective management and reporting on the projects in line with the objectives, timeframe and budget. The position will also require meeting quality standards in shelter delivery, encouraging beneficiary participation, liaising with other actors and stakeholders, and managing shelter officers.   Assessment and design Participate in beneficiary selection according to Medair procedures Undertake shelter condition assessments preparing all necessary paperwork. Complete necessary monitoring & evaluation procedures for activities Oversee the technical design and execution of shelter improvement activities. Manage the assigned shelter projects to meet project objectives Communication Work closely with project manager on planning future work Develop and maintain positive relationships with local authorities, other NGOs and any other stakeholders, whilst representing Medair and ensuring good co-operation and partnerships Assist with translation as needed. Communicate implementation problems or issues to project manager. Participate in weekly project team meetings Participate in the generation of the final and interim reporting of the project. Ensure accurate and timely reporting of activities e.g. through weekly and monthly reports Staff Management Oversee management of assigned shelter assistant staff, including day-to-day management and work planning Logistics, quality and financial management Work within Medair’s recognised procedures for logistics and work with logistics staff to ensure items are procured, transported, stored, managed and accounted for correctly Explain to the logistics officer the technical specificities of the expected materials required. Ensure purchase requests for materials are shared with the support department in a timely manner to enable implementation of the project Be aware of the potential for loss or fraud in logistical activities and procedures. Pro-actively work to prevent such occurrences by working ensuring adherence to Medair guidelines on fraud prevention with relevant line managers to improve transparency and to ensure the best use of Medair assets and resources Work within Medair’s recognised procedures in the area of finance and quality management Person Specification Minimum 3 years post-qualification professional or practical experience. Management experience in a construction context Experience of working with vulnerable communities preferred Strong working knowledge of Arabic and English (spoken and written) Excellent IT skills, good working knowledge of MS packages essential, working knowledge of Google sketchup and similar packages preferred Aptitude for community mobilisation and engagement Good understanding of humanitarian context/issues Good working knowledge of geography and culture of the Bekaa Valley region. Team-player with good inter-personal skills, willing to share tasks, delegate, support and coach Commitment to best practice and ability to problem solve. Able to take initiative in project planning, organisation and execution Good numerical and report writing skills Ability to work within hostile environments and deal with conflict
