Accountability (key results that will be achieved)
- MOIM coordinates with UN Agencies and international/national actors involved in the humanitarian and development response, including participation in the relevant task forces and working groups.
- MoIM supports Governorates and Municipalities in the identification and prioritization of community support projects and other programmes.
- MoIM is able to identify and respond to tensions between host and refugee communities and contribute to prevention of conflict within the communities.
Responsibility (process and functions undertaken to achieve results)
- Establish and maintain relationships and liaise with all stakeholders including Security actors (ISF, LAF, GSO), Municipalities, Districts, UN agencies and NGOs at local level
- Support efforts to coordinate around the national strategy
- Guide and support the Governorate and Municipalities in addressing social cohesion issues in their respective areas of operation
- Support the identification and prioritization of community support projects (CSPs)
- Serve as MoIM technical level liaison at field level for all host community/stabilization/resilience issues, including engagement with mechanisms such as the Task Force and Social Cohesion and Livelihoods Sector, co-chaired by UNDP and UNHCR.
- Undertake partnership development, networking and resource mobilization initiatives to further improve the work relationships between the project and its international and national stakeholders
- Provide technical advisory support to local authorities on issues related to the impact of the Syrian crisis in Lebanon through well documented and researched background work
- Participate in the implementation of the Syrian Crisis Response strategy of the GoL.
- Track political developments and their implications on the crisis and the project’s implementation
- Keep the MOIM Syrian Crisis Response Advisor abreast of the political and social developments affecting the area of responsibility

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
- A University Degree (Bachelor or equivalent) or a Graduate Degree (Masters or equivalent) in Political Science, Economics, Social Science, Business Administration or related fields.
- Excellent written and oral presentation skills.
- A minimum of 5 years of experience with a University Degree (or 3 years with a Graduate Degree) in similar fields. Prior experience in managing complex projects is required.
- Experience with UN agencies and/or Lebanese Public Administration is preferable.
- Fluency in written and spoken Arabic and English. Knowledge of French is an asset.
***For National Officer positions, very good knowledge of local language and local institutions is essential.
DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
- Proficiency in a second official UN language is desirable.
- Computer literacy is essential.
- Past experience in negotiations, mediation and conflict resolution is desirable.
