Wash Policy Officer - National Position

  KEY RESPONSIBILITIES:   With support from the Policy Advisor, develop an Oxfam strategy on water programme policy issues to support programmes addressing long term vulnerability in Lebanon Collect information from our programs to use for advocacy purposes, working as part of the team to ensure that Oxfam advocacy is based on program evidence Ensure the strategy aims to identify and influence relevant stakeholders within Lebanon (private sector, local authorities, central authorities, aid actors) - identify how area-specific research and program evidence can be used for change on a local and national levels Maintain an overview of the major trends affecting water and poverty within Lebanon Liaise closely with colleagues in other teams, especially in the Public Health team Liaise and coordinate policy initiatives with external agencies through proactive engagement with the WASH sector coordination mechanisms – attempt to bring government actors into such initiatives where relevant In collaboration with relevant programme staff and management, develop working relations with key stakeholders across the private sector, local authorities and central authorities to influence agenda setting and WASH policy development and practice Produce policy documents and papers for publication where appropriate to promote Oxfam’s policy agenda. Represent Oxfam relevant forums addressing policy related issues Provide support to staff and country programmes in lobbying the UN, donors and Governments in relation to WASH issues e.g. on access to affected populations, appropriate funding or meeting standards. In exceptional circumstances support to Public Health staff in their field work and representative engagements Ensure that all work addresses the challenges of gender justice. Work with fundraising teams to develop funding proposals.     SKILLS AND COMPETENCE: (E = essential, D = desirable)   Extensive knowledge of the Lebanon water sector Knowledge of water policy and programming in support of addressing long term vulnerability within Lebanon (E) Understanding of emerging trends and challenges in water for domestic and productive use and potential solutions to the challenges within Lebanon (E)  Demonstrated experience of integrating gender into water programmes and policy (D) Experience at working with communities and civil society organisations, especially in supporting their linking of on-the-ground issues to national-level change (D) Proven experience of policy work at a country, regional or global level (E) Ability to work with business and policy makers (D) Proven ability to communicate easily and readily verbally and in written form, fast delivery of a substantial workload with completed, specific planned deliverables, and to write policy documents, grant proposals, etc. (E) Proven ability to enhance the work of others through a variety of learning techniques (e.g., coaching, facilitation, etc). (E) Team player, self-motivated, ability to work with little supervision. (E) Ability to travel outside Beirut with possibility of overnight stays in field offices Zahle and Chekaa (E) Fluent Arabic speaker (E)
