Cash And Voucher Manager

  KEY RESPONSIBILITIES:   Technical Expertise and Programme Development (30%) Provide overall technical expertise for all cash and voucher interventions in terms of: a)   appropriate targeting based on strong understanding of socio-economic vulnerability frameworks in the Lebanese (middle income) context and effective assessments for beneficiary selection b)   relevant modalities for transfers ensuring appropriate monitoring for end use, impact and accountability Undertake research and analysis where relevant to build an evidence base for innovative social safety net programming and policy work in line with Oxfam priorities around social inequalities, wealth distribution and economic justice in Lebanon Ensure linkages to the Global Oxfam Inequalities Campaign   Qualitative Programme & Partner Management (30%) Ensure that our programmes support our policy work at local, national and international levels Lead cash and voucher programme implementation in Lebanon, ensuring high quality of programming through application of Oxfam programme policies and minimum standards Ensure that the team, with support from the Funding Officer, meet all donor requirements in reporting and compliance Increase partner participation, design quality capacity building plans for partners, and facilitate a true partnership with those with whom we work Ensure qualitative programmatic implementation, through appropriate use of Oxfam tools related to monitoring & evaluation. Work to integrate programming with other sectors, notably WASH, Protection, Gender Justice, Governance Ensure that our programmes support our policy work at local, national and international levels   People & Financial Management & Capacity Building (40%) Ensure national counterpart is sufficiently trained to take over the Cash & Voucher role within 12 months through direct capacity building and through identifying and creating additional opportunities for learning Ensure national counterpart receives consistent support across technical, organisational and soft skills training Performance-manage all direct line reports Identify and support staffing needs, including recruitment Ensure relevant training and capacity building of other relevant staff in necessary technical and soft skills Monitor relevant project budgets using relevant grant management tools in line with Oxfam procedures and in collaboration with PMs and Funding Be prepared to undertake other duties related to Oxfam’s programme as and when required by the Economic Justice Coordinator Ensure implementation of security regulations within the team   External Representation & Coordination Ensure Oxfam is engaged in relevant external fora for coordination, proactively influencing agendas for wider response in Lebanon Engage with relevant partners, including private sector actors and local authorities, to influence stakeholders and shape priorities Proactively input into Oxfam and partner policy and communications work within and outside Lebanon     SKILLS AND COMPETENCE:   Essential Proven expertise in cash and voucher programming in middle income contexts with a relevant graduate level qualification and knowledge of rights based programming. Excellent understanding and knowledge of economic recovery principles in development context Excellent understanding of cash and voucher modalities as relevant to social safety net programming Experience in urban contexts is vital Proven expertise in coaching and training national staff in technical, project cycle and managerial skills Previous experience in middle income economies is vital (Asia, Latin America, Middle East) Experience of conducting assessments and surveys to support design and implementation choices Proven ability to analyse complex environments at local and national level, monitor changes and translate into appropriate strategic planning. Experience in management and capacity building of teams in complex contexts. Excellent verbal and written communications skills and the ability to relate to people from all backgrounds. Good written and spoken English. Ability to work with diplomacy, tact and sensitivity and experience in working within different cultural contexts requiring cultural sensitivity. Well developed interpersonal and team skills and proven ability to be flexible in demanding situations and ability to work under pressure and in response to changing needs. Sympathy with the aims and objectives of Oxfam. To be familiar with and abide by the NGO/Red Cross Code of Conduct and with the Sphere Humanitarian Charter and Minimum standards.   Desirable Working knowledge of Lebanon Working knowledge of Arabic Knowledge of other sectors – Protection, Water, Sanitation and Public Health
