Monitoring And Evaluation Officer

The Monitoring and Evaluation (M&E) Officer will be part of the Program Management Unit of the ERD Program. The M&E officer will participate in a wide range of data collection activities at the field level, aimed at tracking the progress and performance of all ERD interventions (e.g. spot checks, focus group discussions, post-distribution monitoring surveys). The main objective of this position is to gather accurate information in a timely manner, according to the tools and processes established within the ERD M&E Framework. Professional Standards All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies. Major Responsibilities: Under the direct supervision of the M&E Manager Participate in field-based data collection for several ERD assessments and monitoring exercises, as per agreed calendars: post-distribution monitoring assessments, market monitoring, and village-level profiling Conduct focus group discussions with beneficiaries; gather qualitative information on ERD services trough focus group discussions. Produce reports for distribution to ERD management based on findings including highlighting gaps in services. Participate in the planning of FGD, including question design and beneficiary selection Conduct spot checks of ERD field activities, at different stages of the program implementation: meetings with local stakeholders, notifications about enrollment in the program, information sessions, focus group discussions, referrals, other assistance Advise on households for spot-checks in potential cases of fraud and protection issues Meeting with local stakeholders, notifications about enrollment in the program, information sessions, referrals, other assistance Draft and submit reports of each field visits on a timely basis and according to templates provided by the M&E Manager Assist the IRC’s partner’s organization and field teams in verifying the accuracy of data collected at all stages of the program, and in particular at the beneficiary identification phase Under the supervision of the M&E manager, plan movement for all field-based M&E team members in cooperation with the supply chain team. M&E officer acts as a direct line of communication between the M&E manager and M&E assistants as requested by the M&E Manager Other duties as assigned by the supervisor to enable and develop IRC programs Key Working Relationships: Position Reports to:  Monitoring and Evaluation Manager Other Internal and/or external contacts: Internal: Other M&E staff, Cash and Livelihoods Staff         External:  Partner staff Job Requirements Work Experience: 2-3 years of experience implementing community based projects Demonstrated Skills and Competencies: -          Demonstrated experience and capacity in conducting field-level and data collection and some experience in data analysis -          Previous experience in drafting reports -          Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail -          Excellent interpersonal and problem-solving skills, creativity and flexibility -          INGO experience preferred -          Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well. Language Skills: Fluency in English and Arabic required Travel and other requirements: staff will be based in Akkar, Northern Governorate, with some travel required between the field office and the main IRC office in Beirut.
