The incumbent reports technically and administratively to the Employment Officer, within the Employment unit (Education Department).
UNRWA EMPLOYMENT STRATEGY FRAMEWORK
UNRWA Employment framework is threefold:
à On the short term, the provision of good quality knowledge, vocational skills trainings, and attitude required to secure a suitable job is expected to enhance the employability of unskilled and low-skilled Palestinians.
à In parallel, Employment services centres that build bridges between job seekers and employment opportunities should improved access to decent and quality job opportunities.
à There is a need to continue ongoing advocacy efforts at policy level in the view to promote access of Palestinians to a better legal status.
MAIN RESPONSIBILITIES
Under the overall supervision of Employment Officer, the Outreach and Placement Officer is responsible for the outreach and placement activities for Greater Beirut area.
The Outreach and Placement officer reports administratively and technically to the Employment Officer.
Precisely, In accordance with established Agency policy and procedures, the Outreach and Placement officer role is to:
OUTREACH ACTIVITIES
(A) Visit Lebanese and Palestinians business sectors in Greater Beirut area to:
à Conduct local labour market analysis according to specific format;
à Seek for job vacancies and active labour programme opportunities (on-the-job/apprenticeship);
à Disseminate information about the legal status ofPalestinerefugees with regards to right to work to potential employers;
à Disseminate information on and administrative support in procedures entailed by the recruitment ofPalestinerefugees (upon requests of potential employers).
(B) Ensure, while interacting with potential employers, that job opportunities meet criteria of quality and decent work;
(C) Inform and feedback on a weekly basis the Employment Officer on the outcomes of the outreach visits;
(D) Develop and implement a robust strategy for placement of jobseekers, in line with the labour market needs identified;
(E) Process with the data entry of identified job vacancies and active labour programme opportunities (national management information system);
(F) Prepare on a monthly basis short statistical reports illustrating findings of the labour market analysis conducted.
PLACEMENT ACTIVITIES
(G) Deliver in collaboration with Employment Officer and the Career and Guidance Unit (CGU) group informative sessions on sectors with high potential for recruitments in Greater Beirut, and application process; targeting various groups (UNRWA students, graduated youth, unskilled/low-skilled jobseekers etc);
(H) Contact jobseekers and encourage their applications to job vacancies identified relevant to their profiles and skills;
(I) Liaise with Employment Services Centres (North, Saida andTyre) about the job opportunities existing in Greater Beirut area;
(J) Prescreen applications and refer (with support letter from UNRWA) relevant candidates to job vacancies identified during the outreach visits;
(K) Ensure through specific monitoring tools that job placements are sustainable and that they meet criteria of quality and decent work;
(L) Inform and feedback on a weekly basis the Employment Officer on the outcomes of the placement;
(M) Prepare on a monthly basis short reports with data analysis on placement to training and job opportunities;
(N) Finally, the Outreach and Placement officer is also responsible for identifying job opportunities in the region and in the Arab emirate states.
PERSONAL & PROFESSIONAL COMPETENCIES
(A) Academic and Professional
A University degree in Economics, Finance, Business Administration, Human Resources, Marketing or Business Management, and Social Development or other related field.
(B) Experience
A minimum of three years of relevant work experience in marketing, business, human resources, social work or similar activities.
(C) Language
Good command of spoken and written English and Arabic.
(D) Skills and Competencies
i) Strong communication and organizational skills;
ii) Strategic thinking;
iii) Statistical and Analytical skills;
iv) Knowledge ofLebanoncontext and the Employment issues affecting thePalestinerefugees;
v) Knowledge of the Lebanese business sector.
CONDITIONS OF SERVICE
Salary: As per relevant salary scale.
Contract Duration: One year - Extendable according to availability of Funds.
EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

As a member of the United Nations system, UNRWA maintains a close relatives’ policy. In this regard, if a candidate has a close relative (mother, father, brother, sister, son or daughter) who is already employed by the Agency, he/she can only be employed if the Agency is unable to find another suitable candidate.
UNRWA staff members with fixed term appointments may apply for any consultant/contractor consultancy while in service. Upon selection, a staff member may be offered the consultant/contractor contract upon resignation from fixed term appointments and a three month break-in-service.
Candidates who are no longer employed by the Agency must have a minimum of 3 months break-in-service, before they apply to any consultant/contract positions.

Computer based technical test (100%).
The top 05 scoring candidates in the computer based technical test given that none have scored less than 50%; will be invited for an interview.
