Field Accountant

FIELD ACCOUNTANT   World Learning has an immediate vacancy for a Beirut-based Field Accountant for the USAID-funded Improved Basic Education Services Program (IBESP) in Lebanon. Duration: 4 years. Background: IBESP will improve reading outcomes for primary-level public school students, strengthen Lebanese institutions to better direct and monitor education, and expand access to safe education for all children, including Syrian refugees.  Primary Responsibilities:   Manage cash flow, including funds transfers from World Learning HQ, local currency exchange, and petty cash. Oversee the issuance and collection of project advances, reconciling advance accounts each month. Follow up on outstanding advances which have not been liquidated in the timeframe prescribed by IBESP policy and resolve any queries through dialogue with individual employees and their supervisors. Reconcile bank accounts in collaboration with corporate Accounting, as part of a month-end close process. Record financial transactions into the Accounting System, submit each month’s expenses by the 5th business day each month and upload the expenses into World Learning’s Corporate Accounting System, Intacct. Ensure on-time, accurate data entry, completing the journal entries for non-routine expenses as necessary. Liaise with the Finance Manager to conduct the final review of vouchers and vendor invoices to ensure the maintenance of thorough financial documentation on all field transactions. Ensure that all paid invoices agree with supporting documentation, including price quotes, purchase requests, purchase orders, per World Learning’s procedures for procurement. Maintain current standing with all mandated tax liabilities and organization registrations. Prepare VAT report and submit to the tax authority each month and support the Accounting Manager in the process of getting VAT refund/exemption when required. Record all approved payments for local vendors, contractors and consultants for goods and services received. Provide cashier functions and maintain office inventory as follows: intake petty cash funds; count out petty cash to local staff based on receipts authorized in accordance with policies and procedures, record the amount counted out, and do cash reconciliations; maintain inventories and controls over project office fixed assets, such as furnishing and computer equipment   Manage timesheets for office staff ensuring timely submission, approval, accuracy and filing. Review and prepare as necessary country activity travel advances and process travel claims and work with country program staff to resolve accounting related issues. Administer local benefits plans, including pension and health insurance; track staff vacation and sick leave balances. Required Qualifications: Bachelor’s degree in Accounting, or Finance. Advanced Diploma in Accounting from College/Institutions. Minimum of five years of relevant experience.  Experience with public or private sector management, financial analysis, cost accounting. Relevant experience in developing countries. Demonstrated capacity to support a complex financial management or general ledger system. Demonstrated capacity to manage the financial and administration management functions within the broadened results-oriented programming. Fluency in English, both verbal and written as well as fluency in Arabic is required.  Knowledge of French preferred. Knowledge of regulatory, contractual, legal, and financial compliance requirements associated with USAID funding Strong knowledge working on MS Excel and QuickBooks and other accounting software   Desired Qualifications   Experience with an international non-profit organization Experience with USAID and DOS regulations (OMB Circulars, Code of Federal Regulations and Federal Acquisition Regulations) highly desirable
