Wpe Senior Officer - (Based Qobayat)

The Women’s Protection and Empowerment (WPE) Senior Officer will work closely with the WPE Manager and the Partnership and Capacity Building Officer to support the start up and day-to-day implementation of a new WPE program in Akkar. The program will be employing mobile teams and a rapid response team to respond to acute GBV risks and provide case management and psychosocial support to survivors of GBV and women and girls at risk. The Senior Officer will supervise and provide technical support to two mobile teams and a rapid response team and will ensure integration of local partner staff in program activities to support capacity building of local actors. RESPONSIBILITIES Program Management In collaboration with the team and the WPE Manager, assess and determine locations to be targeted by mobile teams and Rapid Response Team (RRT) Develop operational plans with clear objectives and timelines depending on needs assessments for both RRT and mobile teams Oversee implementation of psychosocial activities and community mobilization activities to ensure quality and impact Update and maintain referral lists and contacts for relevant organizations in the work area; Prioritize collaboration with local partner staff and ensure their involvement during service delivery, planning and reporting Team Support and Supervision Hold planning and debriefing sessions with team members on a weekly basis Hold monthly individual sessions with team members to review job description, monitor job performance, and provide support as required In collaboration with the WPE Manager and other technical staff, facilitate or organize trainings that support technical skills of staff Oversee and monitor capacity building and support plans for team members. Reporting Support team members in using standardized monitoring and evaluation tools, including ICT solutions, to assess progress, quality and impact of programming Monitor data collection to ensure that staff collect data in safe and ethical ways Update weekly monitoring and reporting tools in collaboration with the team and the WPE Manager Compile weekly and monthly reports to provide information on trends, challenges, and activities to Program Manager Advocacy and community mobilization Act as focal point for humanitarian actors, municipalities and other key stakeholders and maintain positive working relationships Facilitate trainings for community members on advocacy and leadership skills, risk identification and mitigation, GBV, etc. Identify key advocacy messages to share with Program Manager, relevant coordination mechanisms, WPE Senior Manager and Coordinator, etc. Other Liaise with Field Office operations team to facilitate operational support to program implementation Other duties as assigned by the supervisor to enable and develop IRC programs All IRC staff is required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies. KEY WORKING RELATIONSHIPS Who this position reports to:                                                      WPE Manager Who this position supervises:                                                     4 Community Mobilizers, 3 Caseworkers, 3 Adolescent Girls Assistants Who this position works with:                                                    Partnership and Capacity Building Officer, Case Management Officer, Adolescent Girls Officer JOB REQUIREMENTS Required Clear understanding of gender inequality and issues surrounding gender-based violence Demonstrated ability to lead, train, supervise and motivate staff in their respective tasks in a professional, respectful, and supportive manner Experience working in humanitarian responses targeting vulnerable women and girls. Experience working with refugee populations preferred. Familiarity with principles of monitoring and evaluation. Experience in writing brief narrative reports. Computer literacy, including Microsoft Word and Excel. Fluency in Arabic Ability to communicate in English and write clear and concise reports in English Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail. Proven ability to work as a member of a team essential WORK ENVIRONMENT  The WPE Senior Officer will be based out of the Qobayat Field Office and will regularly visit field sites around Wadi Khaled, including refugee settlements. Occasional travel within field sites and Beirut may occur.
