Senior Recruitment Officer

This is a new position within recruitment function of the Human Resources Team in the Lebanon Country Program. This individual will report to the Recruitment Lead/Manager and work closely with the existing Recruitment Officer on staffing needs. The Recruiter will work on various positions ranging from mid-level to senior roles within IRC programs and operations across Lebanon. S/he will be responsible for recruiting for 15-20 open positions while being compliant with IRC’s Global Human Resources Operating Policies and Procedures (GHROPP). In collaboration with the regional Talent Acquisition teams, this individual will go through training on policies and on-job training, attend Regional Talent Acquisition conferences, initiate and implement new recruitment strategies to grow IRC’s talent pool. S/he will engage in community for better exposure of the IRC and contribute IRC’s position as employer of choice. The Recruiter will also be responsible for consisting and accurate on reporting various HR Metrics such as Time to Fill. Responsibilities: Under the supervision of the Recruitment Lead/Manager and Technical guidance of the Regional Talent Acquisition Advisor; respond to recruitment position requests and be well versed in IRC Global HR Recruitment Policies. Oversee full-cycle recruitment process and directly recruit positions; develop candidate rosters, employ traditional sourcing strategies, actively network and employ innovative, creative recruiting methods to hire the best talent. Support implementation of IRC’s new Global HR Operating Policies and Procedures on Recruitment and ensure all recruitment activities are carried-out in adherence to these standards; study and become versed in any local labor laws impacting recruitment Maintain Recruitment Tracking sheet and other relevant reports for accountability to key internal stakeholders within the Lebanon Country Program and Regional SRR teams; be able to provide weekly, monthly and quarterly Recruitment metrics when required. Develop a deep understanding of the IRC’s culture and values and align these with sourcing and attracting talent. Under direction of Talent Acquisition Advisor, develop and implement key Talent Acquisition initiatives in alignment with regional strategies; such as maintaining rosters, creating minimum standards for recruitment across various projects, capacity building of hiring managers, etc. Utilize regional and international job boards, oversee social media initiatives and apply innovative sourcing methods to support recruiting objectives. Partner with International Recruiters on dual-recruitment, pursuing national and expatriate candidate simultaneously for urgent positions whenever possible. In collaboration with technical unit, represent IRC at industry related career fairs, conferences, seminars and other relevant industry events as necessary. Travel to the field sites, attend various HR meetings, and partner with local schools/universities to build a solid reputation to promote IRC’s open positions and work around the Syria Response. Other recruitment responsibilities as assigned. Develop and maintain a collaborative relationship with key global stakeholders internally and externally including country program HR staff and Recruiters, Regional Teams, Senior Leadership Team Members, Partners, Universities, peer agencies, and private sector. Under the direction of the Recruitment Lead/Manager, provide advice to hiring manager for transparent and efficient recruitment processes. This includes education hiring managers on the culture fit of candidates, retention risks, previous candidate feedback, and any other relevant concerns. Promote the International Rescue Committee brand as an employer of choice in the region, with a focus on creating awareness for IRC’s response to the Syria crisis. Expand the capacity of hiring managers and new HR or Recruitment staff to identify talent via improved interview skills & ability to specify critical needs. Requirements: 3-5 years of experience with recruitment/talent acquisition required; experience in an international NGO context desired. Demonstrated experience and ability to create, implement, maintain and improve recruitment strategies and systems in a high-volume context. Proven experience in recruiting senior level positions required. Strong project management and organizational skills as well as interpersonal skills are necessary Ability to work in a fast paced/changing, deadline-oriented environment. Knowledge of Applicant Tracking Systems (Taleo, PeopleSoft etc) and experience using job boards and social media to attract talent; (i.e., Daleel Madani, Hire Lebanese, LinkedIn, etc.) Solid presentation and communication skills; ability to convey information effectively;solid experience providing training and staff development is a plus Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution.
