Project Manager For An Education Intervention In The Palestinian Camps In Lebanon [National And Expatriate Position]

Terre des hommes Italia is an International NGO member of the International Federation Terre des hommes and of several Italian NGO coordinating bodies, among them CINI, the Italian Network of International NGO. Since 8 years Terre des hommes Italia is working together with its  Partner in the Palestinian camps in Lebanon implementing mid terms and emergency projects with focus on Education, Protection  and PSS, adopting a child-rights based approach. At the end of November 2014 Terre des hommes is planning to start a new intervention funded by Unicef in three Palestinian camps. The intervention aims at providing non formal educational support to Palestinian Children from Lebanon and from Syria and to Syrian refugee children living the targeted camps. Qualification requested: University Degree . Previous proven experience in management of UN Agency  funded projects (at least one project fully implemented after 2010), including the design of monitoring tools and reporting both on the financial and narrative levels-  Acquaintances with UN Agencies  procedures. At least three years of experience in managing projects abroad and at least one project managed in the Middle East . Perfect Command of spoken and written English (the candidate shall undergo a test). Knowledge of Arabic is requested. Ability to work in partnership with local organizations and under stress and in difficult security conditions .Ability to work in team . Problem solving skills . Good computing skills (including design of simple data base) . An educational/protection background is appreciated Terms of Reference for the Position The expatriate Project Manager will be in charge of coordinating and supervising the implementation of the project activities as per the Project Document in collaboration with the Partner. In particular he/she will be in charge of: Managing the relationship with the local stakeholders. This includes: § Drafting the final version of the MOU with the local partner stating roles and responsibilities of both parties to be approved and signed by TdH It Country Representative. § Managing the relationship with the local stakeholders in compliance with the agreed MOU Hiring and managing the needed TdH It local resources: §.Drafting the T.O.R, and advertise for the various staff needed, interviewing and shortlisting applications, leading the committee for the selection of the application, drafting the contracts in compliance with the Delegation’s procedures and the project’s budget. The review of the CVs of the staff seconded by the partner to ensure their compliance with the skills and competencies needed for the implementation of the project. Management and maintenance of project’s logistic base , according to TdH IT manual for managing local offices and the Donor’s procedures. Creating and leading the Project Committee. In particular she/he will be in charge of: § Formalizing the committee members’  role and responsibilities § Calling for and leading regular meetings Designing activity plans and supervising implementation of the same This includes: § Designing monthly work plans together with the Local Coordinator § Sharing work plans with TdH-It Country Delegate and HQs Defining and designing the project monitoring system and supervising its implementation. This includes: § Designing and implementing monitoring system § Monitoring the implementation of work plans directly through regular visits to project sites and through the Project Leading Committee § Designing project monitoring tools and source of verifications § Providing TdH-It Country Delegate and HQs with periodical updates on the implementation of the activities § Supporting project staff  in activities' implementation and problem solving. Being the responsible for the financial component of the project. This includes: § Budget management § Supervising the implementation by the project administrator of the Donor  administrative and financial procedures as per contract signed by TdH with the Donor§ Following TdH It internal administrative guidelines § Following detailed admin/financial procedures decided with partner and specified in MOU § Preparing purchase and services contracts following the Donor and TdH  procedures  § Supervising the project administrator in keeping the cashbook ( TdH local office accounting software) and sending it on monthly basis to Tdh-It Administration and Country office § Ensuring bank reconciliation  § Managing the project bank account § Defining quarterly and monthly plans of expenditures according to project budget and activities planning § Checking supporting documentation prepared by project Admin/Logistician. Maintaining the relationship with the Donor. This implies: § Facilitating field visits, if requested § Drafting the interim and final reports as requested by the Donor and any further report which could be asked for. § Sharing them with the local stakeholders before submitting them § Providing information and documentation when requested Coordinating with the relevant Actors operating in the target areas.. This includes: §. Coordinating with the local authorities § Coordinating with International Agencies and local  and international NGOs § Attending the relevant clusters Ensuring visibility. This implies: § Ensuring that all projects sites are provided with visibility materials § Ensuring that communities and stakeholders are aware of the subjects funding and/or implementing the project § Providing TdH-It Communication Department with regular updates and documentation (written, photographic, video etc..) in order for it to promote the project via its standard channels Security and Coordination. The PM will: § Attend coordination meetings and clusters with INGOs  § Define security rules for project staff (local and expat) in coordination with the Delegate and his Deputy. Supporting the Delegation when requested in implementing needs assessment and other activities needed to strengthen the Terre des homes Italia role and scope of activities in the country.
