Public Health Associate - G6 - Hrf022 - Beirut

Accountability (key results that will be achieved) - UNHCR’s health programmes in the country operation meet minimum UNHCR and international standards. Responsibility (process and functions undertaken to achieve results) - Review proper documentation and complete information of cases as per SOPs. - Respond to and liaise with the partners making necessary follow up when required. - Ensure all medical procedures are done using Ministry of Public Health flat rates. - Keep a record/update of the cases reviewed using a unified PHU data base. - Adhere strictly to patient confidentiality. - Assist with compiling and filing of incoming cases. - Refer back to the Assistant PH Officer for additional guidance and for any exceptional cases which may arise. - Compile cases for the Exceptional Care Committee (ECC) meetings held twice a month. Contribute to improving the referral pathway between primary and secondary health care level. - Assist supervisor in capacity building of the humanitarian partner, PHC network and hospitals including organizing workshop on key issues such as neonatology, orthopaedic surgery, cardiology or maternity. - Review monthly 1% of received medical claims per region based on set criteria prior to processing to payment and sending documents for archiving. - Provide input for the revision and redrafting of the SOPs and other documents. - Contribute to mass information tools produced by PHU. - Assist the Exceptional Care Committee (ECC) on the medical referrals including preparation of meeting, presentation of cases, minutes and follow up. - Review cases if needed including timely response, ECC referral, follow up, filing and data entry. - Coordinate between the partners and the ECC members for submission of cases and provision of feedback. - Work closely with TPA’s medical team (doctors and delegates) and maintain regular contact with TPA’s admissions department. - Highlight breaches of quality of care. - Attend, if requested, TPA medical review panel. - Assist supervisor in review and rationalization of hospital network. - Assist in conducting frequent M&E visits to TPA service desks and hospitals. - Perform other related duties as required. Authority (decisions made in executing responsibilities and to achieve results) - Liaise closely with medical team (doctors and delegates) of TPA for adequate case management. - Refer cases to the ECC and communicate decisions to TPA. - Follow up on cases referred by Public health colleagues (UNHCR or other humanitarian actors) and provide timely feedback. - If required, liaise with non-health actors on individual cases

* ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
- Completion of secondary education with post-secondary certificate in Public Health or related clinical fields.
- Minimum 6 years of relevant clinical experience.
- Strong IT skills and familiarity with Microsoft Office applications.
- Excellent working knowledge of English and Arabic. French an asset.

*DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
- Experience in working in refugee situations (especially urban setting) an advantage.
- Public Health or Epidemiology/statistics certificates beneficial.
- Additional formal training in reproductive health, nutrition, infectious diseases, refugee health and/or community health is an advantage.
- Experience with Health Information Systems and statistical software.
