Urban Learning Specialist

ROLE DIMENSION / DESCRIPTION 1. Program Development Leadership   Influence all parts of the organization (including LT, sectors, Lines of Ministry, sponsorship, support functions, etc.) in taking into consideration urban specificities in programming    With the support of Urban Learning Hub (ULH) leader, lead WVL in developing and monitoring the implementation of an urban roadmap for the office   Provide technical urban input to sectors’ programmes and projects based on needs assessment findings, evidence based information and analysis targeting the most vulnerable in urban contexts   Ensure development, response and advocacy programmes and projects implemented in urban areas refer to urban guidance notes and national government standards for urban areas     Work closely operations to determine organizational structure and staffing plan for urban programs and ensure reviewing/adjustments of JDs/ appropriate budgets as well as contribute in setting of performance indicators.   Contribute to the recruitment of relevant staff for each project when needed.   Contribute to developing budget for urban programs and urban approaches and identify/address funding gaps with Programmes, Logistics and Finance.   Compliance leadership   Ensure that the compliances with grants, technical standards and budgets are met. 3.     Capacity Building   Ensure that capacities of staff working in the urban programs as well as NO staff influencing those programs are built. Engage field staff and communities in research and learning process to inform future urban programming.   4.     Leadership in the area of Relationship building and Networking   With the support of the urban learning hub lead, conduct regular mapping of and collaboration with local, regional and international organizations working on the urban poverty and urban development in Lebanon.   Collaborate with local and / or national research institutes in-country and identify potential opportunities for joint research initiatives to advance urban programming Develop partnerships with other key Non-governmental organizations, International Organizations (IOs) and government working in urban programs’ areas for shared learning of urban programming and to explore urban best practices.   Share with management alarming trends or new parameters that could affect the implementation of current or future projects in urban areas.   5.     Learning and Research   Contribute to MEERO ULH evidence building and organizational adaptation processes based on the Lebanon urban programs Identify and document key sources of information around urban poverty and development, including government bodies, local & international organizations, academic institutions, to identify learning and implications for urban programs and projects. Develop ‘case studies’ based on good practices of urban programs / projects in Lebanon.   Ensure that reflection meetings are conducted on a regular basis to document lessons learned and make sure that these lessons learned, whether from previous or ongoing projects are taken into consideration for future projects designs and implementation.   Disseminate learning internally (WVL, MEER, Hubs, CoPs, etc.) and externally (Working groups, clusters, partners, appropriate forums, etc.)   Identify new trends and opportunities to feed in new urban approaches, projects models or technical approaches. Coordinate cross-fertilization of learning across WVL urban projects/programs 6.     Support Implementation, monitoring and reporting   Engage with programs and operations teams by providing the technical expertise for the implementation of programs/projects in alignment with best practices and approaches.   Conduct periodical field trips to monitor progress of urban programs/projects and discuss issues/concerns with Technical Leads and PDQA Manager in order to suggest appropriate evidence-based adjustments.   Intervene, when necessary, at procurement level, to facilitate/find solutions to material purchase difficulties or delays that are affecting the program quality implementation.   Assist in setting up appropriate indicators and tools for monitoring along with the M&E department and establish systems to extract relevant information   Review M&E and Accountability data with Programmes to make operational improvements.   Participate actively in design process, by empowering field staff, contributing directly in process of development, writing and revising the design documents and budgets.   Provide inputs for grants/donor and programme milestone reports to Programmes as per schedule as well as review all semi-annual and annual reports related to the sector.   Support grants team in seeking new grants with urban focus 7.     Other Be aware and prepared to implement National Office Humanitarian and Emergency Affairs Plan.   Lead and participate in devotional meetings, and provide leadership in spiritual formation.   Perform other duties as required from the Direct Supervisor
