Voice Project Officer

  KEY RESPONSIBILITIES: Partnership Support  - 30% Primary contact for partners, work very closely with partners on agreed action plans, this includes providing any support required to partners on on-going and forthcoming activities.  Facilitating the implementation of Oxfam GB’s activities whilst coordinating with partners in both Lebanon and Jordan. Facilitate learning and linkages amongst partners. Lead on specific trainings for partners and community facilitators. Identify concerns from partners and community facilitators on security, policy shifts and other impediments that may delay activities Feedback concerns to Syrian Voice and Accountability Project Team to ensure project is always responding to dynamic needs.  Provide alternative solutions for activities to respond to changing needs.   Budget Support – 10% In collaboration with PM and Finance team, ensure that budgets are in line with work plans for both partners and Oxfam GB activities.  With support from PM and Finance team, request and collate periodic budget forecasts. Flag any issues; under/over spend in timely manner. Support budget reviews. Support PM and Media & Advocacy Officer with any budget support as required.   Reporting – 15% Support partners with maintaining reporting deadlines and ensure partners are informed of reporting formats and highlighting key activities and deliverables. Support PM with any donor related reporting, in collaboration with the Funding Team. Contribute to monthly Sitrep, internal reporting for the Syria Crisis Response.   Media and Advocacy Support – 10%   Advise Media & Advocacy Officer on any relevant feedback and learning from partners to enhance advocacy initiatives. Provide support to Media & Advocacy Officer as required, which includes sharing ideas and ensuring all activities are in line with media and advocacy strategies.   Monitoring, Evaluation Accountability, and Learning (MEAL) Support – 15%   Support all participatory review and reflection meetings ( particularly quarterly Project Management Unit meetings)  in order improve the quality and effectiveness of all activities. In collaboration with PM and MEAL Coordinator, provide support to all MEAL activities and their effectiveness.  Ensure that partners are in compliance with agreements, workplans and any diversions are reported in a timely manner to the Voice Team. Capture learning and document successes.   Project Administrative Support – 20% Participate in meetings with relevant project stakeholders as requested by PM. Conduct administrative and coordination activities to support Voice at national and regional events, including trainings, workshops, and conferences. Prepare payment requests, floats as needed. Update OPAL and Crimson as required. Provide efficient and effective administrative support to the Voice team as required. Support PM in development of ToRs for a wide range of consultants and with the ensuing recruitment of consultants. Assist in the preparation of partners’ contracts and amendments.     SKILLS AND COMPETENCE: University degree in social science, or related discipline, including protection, gender, and/or development studies Proven track record of working in a similar capacity within the local and international NGO sector in the region. Knowledge and understanding of GBV, protection in refugee settings is an advantage. Knowledge and understanding of humanitarian environment in Lebanon and Jordan.   Ability to provide specialist guidance to staff and partners on a range of issues. Ability to advise and support field staff in a consultative and sensitive manner Proven ability to work under pressure to tight deadlines Proven ability to work independently whilst knowing when to refer for advice Strong interpersonal skills to establish and maintain effective working relations with people with different priorities. Willing and able to adapt priorities in order to respond to changing demands Anticipates problems and regularly provides solutions. Actively promotes high standards and continuous improvement Excellent written skills in both English and Arabic, including demonstrable ability to work with others and as part of a team. Willingness to travel and deal with challenges of remote management.
