General Responsibilities
-Ensure appropriate identification of CMAM implementing sites
-Build the capacity of ACF team on CMAM
-Support the implementation and monitoring of the CMAM programme In Bekaa Valley, Lebanon. He/she will be responsible to participate to the planning, the conception, the starting, the follow-up, the evaluation of the project and the hand over in close cooperation with the Nutrition Head of Project
- Ensure program consistency and good collaboration amongst the nutrition and mental health team and others ACF teams for comprehensive care of the program beneficiaries
Specific Objectives
Objective 1: Needs analysis
Tasks:
- Assess and define sites for the implementation of 2 nutrition centre (OTP and SFP) in Bekaa Valley
- Assess and define location for implementation of screening activities in Bekaa.
- Support the development and scale up of the CMAM component in all Lebanon
- Assess and produce a report on the main challenges and opportunities for ACF to develop CMAM activities in Lebanon
Identify the most appropriate CMAM implementing strategy in order to build a strong nutritional treatment and referral system
Objective 2: Follow up of CMAM component Nutrition program
Tasks:
- Define activity planning and implementing strategy in collaboration with the Head of Project
- Analyse on-going activities and propose changes if needed.
- Ensure CMAM training and supervision of the CMAM team according to plan defined with the Head of Project
- Set up an evaluation system to monitor the training needs on CMAM and provide specific training module accordingly.
- Ensure and actively participate to the integration of MHPSS activities within CMAM.
- Collect and analyse CMAM data, ensure the quality of the data collected. Propose readjustment of the program based on the results and the context.
- Participate and set up any other activities that could be identify according to the beneficiaries needs or linked to the nutritional/psychosocial situation.
- Define and set up appropriate referral system for malnourish children in coordination with the Head of Project
Ensure a good integration and referral system between the IYCF and the CMAM component of the nutrition project
Objective 3: Program Management and Reporting
Tasks:
- Support the Head of Project for the elaboration of the monthly treasury forecast of the CMAM activities of the program
- Identifying and collaborating with the department of logistics and Head of Project in the definition of the requests of materials, forecasted in the donor’s contract according to the program’s needs.
- To take part in the new orientation of the CMAM component in short term if necessary and to the definition of the actions in medium and long term.
- Participation to the writing of new proposals of projects related to CMAM.
- Realize a monthly activity progress report in collaboration with the Head of Project
- Collect and analyse team reports
Participate to donor reports in collaboration with the Health and Nutrition coordinator
Objective 4: HR and team management
Activities:
- Organise the recruitment of the staff of the program related to CMAM activities
- Organise supervision on regular basis for Nutrition Field Officer and Outreach Worker
Participate to the define of professional objectives
Objective 5: Representation & Coordination
Tasks:
In coordination with the Head of Project and Health and Nutrition Coordinator
- Participate in internal and external meetings and working groups
- Participate to meetings with external humanitarian agencies
- Liaise with Donors and authorities and take contacts with the local health system in order to promote integration and further development of complementary activities.
- Actively participate to the reinforcement and improvement of internal coordination with others ACF program
Share CMAM data with external stakeholders.
Objective 6: Logistics, Finance and Security
Tasks:
- Coordinate with the finance and logistics departments regarding procurement and compliance with mission procedures
- Follow up and comply with the security plan and rules of the mission
Academic Background
MA degree in Nutrition or Nurse or Doctor, experience in training, , specialist in emergency response and in post-crisis monitoring
Desirable specific/ technical Knowledge:
CMAM experience and desirable knowledge on IYCF in emergency.. Integration of Mental Health in Nutrition project experience
Previous experience needed:
At least 3 years of experience within humanitarian organisations and in the technical components mentioned above.
Demonstrable skills about need assessments procedures and set up of CMAM project
Demonstrable competencies in assessing and develop training program according to the team needs
Previous experience in Middle-East is an asset
Personal requirements:
Good capacity of analysis. Competences in training.
Good communications skills
Good capacity to work independently and as a part of a cross-cultural team.
Autonomy, creativity, adaptability and flexibility.
Good knowledge of the area and local customs.
Languages Skills:
Excellent commands in English
Desirable knowledge of Arabic
Computer Skills :
Windows domain and compulsory expertise in Excel.
