Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:
ROLE PURPOSE: Be responsible for the direct supervision of WASH infrastructure construction and rehabilitation in communities targeted by Save the Children in the region of Qobayyat. The post is specifically oriented towards the WASH response and special attention will be made on the integration of the WASH sector in other core sector of Save The Children such as Shelter, food security, health, education and child protection.
KEY AREAS OF ACCOUNTABILITY :
Need Assessment
Participate in the implementation of WASH needs assessments and assessment of WASH facilities to be rehabilitated and / or build in the project, through technical feasibility studies, household level questionnaires, focal group discussions, visits to facilities and sites.
Program implementation:
Participate in defining work specifications and quotation, and ensure the implementation and direct follow-up of activities related to the construction of WASH infrastructures in public institutions and communities, such as:
Construction or rehabilitation of sanitation facilities (latrines, incinerator, refuse pit, sokage pit…).
Construction or rehabilitation of drinking water infrastructures (hand dug well wells, boreholes, pipe network, reservoir, drinking water treatment device).
Technical training of community volunteers, members of WASH committees, governmental staff
Provide daily supervision of WASH infrastructures works:
Recruitment and supervision of masons and laborers in the selected communities
Control the type, quality and quantity of materials delivered to construction sites by Save the Children and its possible subcontractors.
Monitor the use, storage and quality of the tools used by community members and workers in the site
Ensure the work site organization and safety.
Ensure community mobilization in targeted communities on the issues related to construction, operation and maintenance of WASH facilities.
In the case work is subcontracted, ensure the quality and pace of the work done by subcontractors, through field visit, site reports, and filling of monitoring sheets
Monitoring, Evaluation, Accountability and Learning:
Ensure that WASH infrastructure construction and rehabilitation works are carried out according to quality standards established by Save the Children through quality checklists
Weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed...)
Reporting:
Weekly (or each time necessary) written and oral report for line manager,
Integration, coordination and transversal aspects
Work with other team members of Save the Children (WASH and non-WASH) working in the same communities, to ensure the integration and complementarity of the different sector of the intervention.
Ensure the integration of aspect related to gender, child protection, HIV, environment and other crosscutting issues to the implementation of WASH activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, elderly and disabled people
To perform any other work related activities as agreed with your line management.

QUALIFICATIONS
Graduated from a technical course related to construction or hydraulics, and/or relevant professional field experience
EXPERIENCE AND SKILLS
Required:
Professional experience of minimum of 3 years in the field of construction or hydraulics, including 2 years in WASH infrastructure work site management
Practical knowledge in terms of masonry, plumbing, carpentry and pumping system.
Planning and organization skills
Ability to listen and adapt,
Good interpersonal skills,
Good knowledge of English
Perfect knowledge of local language
Community mobilization skills
Desirable:
Prior Experience in ONG sector
Good knowledge of public health issues
Direct experience in the zone covered by the project
