Health Coordinator

Summary and Background: The Health Coordinator oversees the day-to-day functioning and operations of IMC’s health department including supply chain, personnel, inter and intra agency coordination and work planning.  The Health Coordinator is also responsible to ensure smooth administration of all contracts with and payments to IMC-supported PHCs.  Finally, the incumbent is responsible for the strategic management of IMC’s health budget. Place in the Organization The Health Coordinator is responsible to the Country Director.  The incumbent of this post supervises IMC’s Health Operations Team, Monitoring & Evaluation Team, Quality Team, and Health Education Team. Functions and responsibilities Operational Management: Finance & Administration Participate in administrative process mapping and system reform to improve processing of contracts and payments to IMC-supported PHCs. Ensure field staff have access to administrative policies and procedures and are adequately trained. In coordination with IMC finance department, ensure all PHC contracts are up-to-date and adhered to. In coordination with IMC finance department, conduct monthly review of all pending payments and work with field teams to resolve any payment delays. Review monthly budget consumption and submit monthly budget projections (pipelines).  Strategically manage IMC’s project budgets to maximize spending and impact of funding.  Support Program Coordinator to develop program spend projections for all grants. Ensure all Area Managers and Program Managers have detailed understanding of their respective budgets. Human Resources In coordination with IMC HR department, ensure all health department personnel have up-to-date TORs (updated within previous 12 months) and receive bi-annual performance review. Oversee capacity-building initiatives for health department personnel, including training and mentoring. Operations: Ensure field offices have adequate coordination mechanisms including regional focal points, meeting representation and coverage, inter-departmental information between health, mental health and health education, etc. Conduct regular field visits to ensure open communication and support field and to support the work of the Health Operations Senior Manager. Ensure creation of a joint workplan for health department - including clinical and health education activities. Ensure Beirut Health and Logistics are working in streamlined manner. Buffer and emergency stocks should be considered, in accordance with relevant protocols, to strengthen IMC’s emergency response capability. Coordination: Ensure that regular health dept coordination meetings are conducted by Health Senior Operations Manager and ensure rapid follow-up and resolution of all action points Ensure IMC is appropriately represented at all relevant coordination and planning meetings, including the Health Core Group. Support Program Coordinator to ensure IMC is appropriately represented to all donors and high level delegations. Work with Mental Health counterpart to promote a high-level of harmonization and, where possible, integration between the two departments. Programmatic Implementation and Improvement: Ensure on-time execution of workplan deliverables in accordance with terms and conditions of IMC’s grant agreements. Create feedback mechanism between M&E and Programs - utilizing results of data collection and analysis to refine program activities and implementation plans. Contribute to the design and execution of IMC’s quality-improvement initiatives across all of its PHCs. Supervise the work of the Health Education Team, Area Managers, Program Managers, Public Health Officer and M&E Team. Planning and Proposals Support the Program Coordinator to develop proposals and concept notes. In close coordination with Program Coordinator, revise and further develop 2-year strategic vision for health department. General: Perform other duties as requested by line manager. Adhere to all of IMC’s policies and procedures, including Code of Conduct and Security SOPs.
