Overall objective
The AME Coordinator will assist PU-AMI’s Program & Staff in being accountable to communities, constituents and stakeholders on all levels, including donors, by: developing Assessment, Monitoring, & Evaluation strategies and protocols for each project and for each specific, technical sector; providing technical AM&E guidance and leadership at all level of the Country Program; and by leading efforts to document progress, effectiveness and impact for donors reporting requirements, for utilization in new project design and for use in articulating improved program models. The AME Coordinator will have experience in the evaluation sector and in the field of international development, and will be knowledgeable about results frameworks, project monitoring plans, and common outcome indicators.
Tasks and responsibilities
The AME Coordinator, in close cooperation with the Sector Coordinators and Technical Referents (HQ & Region), will develop and manage the whole AM&E strategy for PU-AMI’s Program in Lebanon in order to improve program quality and will constantly monitor performance and facilitate the transmission of best practices. He/she will contribute to building PU-AMI’s overall AM&E capacities, enhancing the overall utilization of clear project log frames, sound data collection and analysis methods; and facilitating assessments that are integrally linked to program design.
AM&E Capacity Building & Support
Developing an Assessment, Monitoring & Evaluation plan (for both ongoing projects and for needs/vulnerability analyses outside the scope of ongoing projects) and contributing to innovative grant proposals and high-quality reports by making available sound, accurate and qualitative data
Supporting the development of the Information Management System
Specific objectives and linked activities
1. Capacity Building & Support: The 3 first months of the AME Coordinator should be focused on building the capacity of the organization, field teams and managers:
Developing a comprehensive AM&E field guideline;
Training and providing technical support to Sector Coordinators, Projects Quality Coordinators, AM&E Managers and officers on all AM&E tools and processes, as well as on using analyzed data to inform program quality control, document lessons leant and future project development;
Providing ongoing mentorship and support for Projects Quality Coordinators, AM&E Managers and officers all over the country;
Conducting periodic country technical assistance and auditing trips to support and oversee the quality of data collection processes and data management systems;
Collecting best practices, case studies which demonstrate qualitative and quantitative changes in order to inculcate a culture of leaning and information sharing;
For regional programming approach, developing a regional strategy to ensure that the M&E findings are shared and discussed and are informing programming decision-making (e.g. presenting on the key M&E findings at regional forums, facilitating discussions about the implications stemming from these findings, etc…);
Assist in data cleaning, data analysis and report writing;
Providing additional technical support as needed throughout the region during regional program planning, including log frame development and review, identification of indicators and performance targets, and development of project-specific measurement approaches.
2. Developing an Assessment, Monitoring & Evaluation plan (for both ongoing projects and for needs/vulnerability analysis outside the scope of ongoing projects) and contributing to innovative grant proposals and high-quality reports by making available sound, accurate and qualitative data
In collaboration with the sector coordinators, the technical referents, the Projects quality Coordinators and the Information Management System Coordinator, preparing results frameworks, performance monitoring and evaluation plans for new projects and/or grant proposals, including the harmonization/standardization of indicators, data collection methodologies, time lines, measurement tools, analysis and reporting protocols, products and expected delivery;
In addition to grant-specific indicators, developing project-wide indicators for each sector and collect, synthesize and report as needed;
Defining methodologies and providing technical support for the development of major baseline and vulnerability/needs assessment studies, while supporting field teams in routine needs assessments and baselines;
Support in the development of proposals as needed; ensuring that assessments are utilized as the basis for proposal development and systematically available for proposal submission
Work with field staff to design and implement monitoring and evaluation procedures;
Overseeing and supporting indicators monitoring processes by:
Providing technical support on the sampling, data collection and analysis process,
Ensuring quality and accuracy of data,
Coordinating and reviewing all country assessment and outcome reports,
Developing a yearly country report that synthetizes and synchronizes initial key finding (needs) and results (outputs/outcomes)
In collaboration with the grants coordinator and appropriate project and/or technical staff, contributing to grant proposals and donors’ reports writing and reviewing as needed for all information related to Assessment, Monitoring & Evaluation in order to ensure that proposals, reports and any other project documents capture progress, effectiveness, and impact of activities; ensure that results of report reviews are constructively fed back to project teams;
Identifying innovations and improvements to enhance effectiveness of the PU-AMI’s M&E framework and systems
Proposing and Developing Terms of Reference for surveys, researches, case studies, lessons learnt, success stories and any other qualitative data collection methods;
Support external assessments, evaluations and surveys by informing the terms of reference, recruitment decisions, and methodology and draft report reviews;
Managing consultants when deployed on the field with regards to logistics, methodologies and tools to be followed/used, and deliverables;
Assisting with strengthening the accountability mechanisms at project level.
3. Supporting the development of the Information Management System
According to the methodologies and tools designed in collaboration with the sector coordinators, working closely with the Information Management Coordinator to establish/develop a Projects Monitoring System, including overall design, instrumentation, data collection/aggregation and analysis;
Overseeing the quality and processing of data collection and data analysis by following up the day-to-day workings of the AME field units;
Monitoring tracking tools to ensure that project data is updated and accurate;
Participate in the development of internal database, or adding project data to existing online knowledge management systems, in order to fully house and capture project history, successes, results and/or challenges.
Focus on the 3 priority activities relative to the context of the mission
Define training packages and build capacity of the teams
Defining an AM&E guideline (methodologies) and developing/implementing an AM&E plan per grant (indicators, tools of verification) and for all assessment activities outside the scope of current grants
Inform grant writing with sound humanitarian needs and vulnerability analysis
Team management
The AME Coordinator reports directly to the DHoM-Head of Program Quality & Development Department.
Works in collaboration with (not exhaustive): Sector Coordinators, Information Management System Coordinator, Grants and Fundraising Coordinator, Projects Quality Coordinators & Projects Implementation Coordinators (field office), Medical and Livelihoods referents (HQ/Paris, Regional/Amman), Knowledge Management, Capacity Building, Communication & Partnerships Coordinator.
Indirect supervision/backup of: AME Managers, AME Officers.
Required knowledge and skills
Professional experience
Minimum of 2 years of experience in Project Management in an emergency and unsecured context
Minimum 2 years relevant of experience in field of AME
Knowledge and skills
Strong experience in donor requirements and expectations, particularly ECHO, UE, AFD and BPRM
Prior knowledge of the country/region an asset
Languages
Excellent command in writing and editing documents in English
Working knowledge in French and Arabic are a plus
Software
Strong computer skills essential, including ability to operate Microsoft Word, Excel, Project & database Management software, statistical packages
Required Personal Characteristics (fitting into the team, suitability for the job and assignment)
Capacity to delegate and to supervise the work of a multidisciplinary team
Demonstrated experience in monitoring and evaluation design, applied survey & research, indicator development
Proven capacity for analyzing and synthetizing comprehensive information and technical data
