Regional Finance Officer

Main Responsibility of the Positions 1. Direction of the Work of JRS at the regional level: Plan and analyse the financial situation of the region, ensuring the continuation of the projects in collaboration with other officers in the regional office. Assist the Regional Director in identifying and entering into agreements with government and private funding agencies. Assist the Regional Director in directing and supporting all JRS projects in the region. Define regional financial policies in consultation with the Regional Director and the International Office. Ensure that JRS Country and Project teams implement and maintain JRS international finance templates, reporting policies and accounting tools (Front End/AccPacc). Participate in the evaluation of projects. 2. Finance and Budgeting: Take responsibility for financial management of the region in collaboration and consultation with the Regional Director. Assist in the preparation and monitoring of Project Budgets in the region, in collaboration with the Programmes and Grant Managers. Administer regional finances and ensure that Country Offices and Projects are adequately funded for them to function properly. Oversee the documentation and recording of all income and expenditure transactions for every project; to verify and maintain procedures in current financial transactions. Ensure the correct updating of the JRS financial system (AccPac) and train the Accountants in its use. Verify the monthly payroll of the staff in coordination with the Accountant and in line with regional human resources policy. Ensure that cash, cash equivalents and financial records are safeguarded and properly utilized in the Regional Office. Ensure regular reconciliation of accounts of the Regional Office. Produce and distribute to the Project Directors monthly statements of income and expenditures with comments and advice. Produce and send monthly, mid-year and annual financial statements/reports to the International Office Finance Coordinator. Issue timely financial reports to donors according to agreements and contracts. Ensure the annual regional financial audit is prepared and carried out, following JRS international financial standards and policies. Evaluate procurement policies/procedures and recommend improvements. Ensure that Finance and Accountant team members in the region are properly recruited and receive adequate training in JRS financial policies and tools. 3. Capacity Building: Visit Projects  in order to:                  (a) evaluate and assist in implementing improved internal controls,                  (b) follow up on internal audit reports,                  (c) assist in problem solving, and                  (d) support the Country Administrative Assistant and Project Accountants 4. Communication:  Report regularly to the JRS International Office on major financial issues in the region. This includes providing monthly income and expenditure reports; developing and updating financial tools, guidelines and policies; regular communication with country Directors on funding, cash flow, cash forecasts, etc. Main Responsibility of the Positions Requires a degree in Accounting, Finance, Business Administration, or equivalent. Must have a recognized qualification in accounting. Strong analytical, strategic thinking and planning skills. Knowledge of and experience with donor grant regulations and financial reporting requirements preferred. Substantial understanding of, and at least three years of proven experience with, the NGO budgeting, accounting and, ideally, grant accounting systems. Strong knowledge of internal accounting controls and budget/cash flow monitoring. Ability to interface sensitively with people in both field and support offices. Proficiency and competences in handling finance and communications software. Track record of successfully training, developing/mentoring and supervising finance/administrative staff. Excellent written and oral communications skills. Ability to work effectively in a cross-cultural environment with a multi-national staff. Availability to travel to the regional country offices.
