NGO PRESENTATION   Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.   Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.   HI has been present in theMiddle Eastsince 1987 through its Development Department. HI started from early April 2012 a new project at the regional level aiming at the recognition and respect of the rights of PwD by the authorities and institutions, through the reinforcement of the Disabled People’s Organisations (DPO) and the disability movement at large. In Lebanon, in addition to the regional project, HI has been implemented a project aiming at improving the access to mental health rehabilitation services for the children with psychological distress living in the Palestinian camps. At last, in 2010, HI established the only humanitarian demining capacity in northern Lebanon (Batroun Region) Action Center (LMAC) in achieving its goal of making Lebanon mine impact free by 2020.    MISSION CONTEXT   Following the year long crisis in the Syrian Arab Republic, that has caused the displacement of civilians in Turkey, Lebanon and Jordan, Handicap International is implementing projects in Lebanon and Jordan, aiming at mitigating the impact of the crisis on the Syrian refugees and the host communities. InLebanonas well as inJordan, Handicap International aims to improve the access to emergency rehabilitation cares for the Syrian refugees at hospital and community level and to improve the coverage of the specific needs of the most vulnerable people affected by the crisis at the community level. InLebanon, the targeted areas are the northernBekaaValleyandTripoli, whereas inJordan, the targeted area is the northern region closed to the boarder.   In Bekaa, Handicap International aims to improve the coverage of basics and specific needs of the most vulnerable people affected by the crisis at the community level, and by developing a tailored response to improve conditions of life during winter period. In Tripoli, Handicap International aims to provide direct support to syrian injured refugies at hospital and community level. Besides, HI aims to improve the coverage of specific needs for vulnerable persons in the North.   ACCOUNATBILITIES   Line manager: Supply Assistant Line manager+1: Logistic Officer   General objective of the position: Based in Tripoli, the Storekeeper is responsible of: The overall management of the different storage facilities at Tripoli base level in compliance with HI’ stock policy and its standard storage rules, For all warehouse operations activities including shipping and receiving, deliveries, coordinating stock, documenting warehouse transactions, maintaining records, and overseeing storage of surplus inventory. Tasks and responsibilities:  With the support of and under the line management of the supply assistant,   1.   Warehouse supervision Optimize permanently the storage space(s) in order to foster the operations of reception, transport, storage, preparation and delivery of the goods; Organize the stocks’ documentation, ensure that the archives and different files are ready for logistic audits; Maintain storage areas and archiving area in a neat and orderly manner at all time. For a proper use of warehouse spaces, request equipment or furniture whenever needed; Ensure the security of the goods and the persons working in the warehouse; Communicates with is line manager on all issues concerning the storage of the goods; If needed, edit maximum and minimum level for all the goods in stock. The buffer stock should be defined by the Log Base and the PM; Inform the PM about level of goods in the stock according to the average consumptions. 2.   Reception of goods Is responsible of the reception of goods according to Handicap International policies; Work closely with the Program officers/manager and the Log Supply assistant to plan the good reception of goods and their allocation in stock; Reception, quality control and follow up of the items delivered by supplier or other bases; Prepare and fill all documentation regarding IN and OUT movements of goods and update stock cards and stock report accordingly. Ensure that the related archiving is properly done. 3.   Preparation of deliveries Organize the work in line with your manager, to respond to the Program’s needs for transfer of stock between the 2 North bases; Prepare and pack all goods ahead of the shipment; Prepare all documentation regarding each delivery and update stock cards and report accordingly. Ensure that the archiving of the forms is properly done; Ensure the supervision of the loadings and unloading of the goods. 4.   Administrative follow up Ensure a coherent administrative follow up of the stock in Tripoli according to HI policy; All items in stock must be registered on stock cards. All movement of items in stock must be registered in the Stock report. All files are updated according to HI policy; Stock reports are updated at all time (consumption, stock movements, stock levels); Make a complete stock inventory at the end of each month, or upon request; Ensure that all the goods are monitored from the reception till the delivery; Using the adequate HI forms, report any incident to your line manager. 5.   Reporting Report on a weekly and/or monthly basis: TRP Stock balance, Physical inventory result and Stock total value per Donor; Inform both the Program and your line manager upon reception of a purchase order; Report to your line manager any stock discrepancy.   THE CANDIDATE’S REQUIREMENTS   SKILLS Strong Planification and organizational Skills Good analyzing Skills Proactive and hard worker Common Sense Diplomacy Excellent Excel Skills Good Reporting Skills PERSONAL QUALITIES High sense of prioritization Capacity to work in team and autonomously Capacity to work in a multidisciplinary and multicultural team Dynamic and fast learner Open minded to learn new skills and/ or approaches EXPERIENCE  First experience in stock management is an asset INGO/LNGO work experience is an advantage Language: fluent in English   CONTRACT CONDITIONS Period of employment: 31/01/2015 Starting date: 15/11/2014
