Accountability (key results that will be achieved)  UNHCR’s health programmes meet minimum UNHCR and international standards  Coordination of the Regional North Lebanon Health and Nutrition Working Group in collaboration with the Public Health Associate based in Qobayyat Responsibility (process and functions undertaken to achieve results)  Contribute to the design; follow up the implementation and the monitoring of the public health programme at field level in close technical collaboration with the public health unit in Beirut.  Ensure that health care services provided to refugees are based on Ministry of Public Health (MOPH), UNHCR and/or internationally recognized and most up to date standards and policies including: - Assist in implementing and monitoring a unified health information and reporting system (UNHCR HIS) in order to evaluate the effectiveness of interventions. - Regular monitoring and evaluation visits to all PHC, MMUs and selected hospitals in the area of intervention including written recommendations to partners (if implementing partner) - Participate in mobilizing the refugee community to address its health needs and concerns - Set aside dedicated time for capacity building of the humanitarian partner, staff of its PHC network, ROVs - Work closely with other sectors such as WASH especially around outbreaks of water borne diseases as well as community services on ROVs, community based health interventions and individual case management - Work closely with colleagues from protection, programme and resettlement to support identification of priority health issues and key data requirements for programme planning and monitoring to ensure the minimum UNHCR and international standards are being met - Provide input into mass information tools developed for the geographical area  Referral: Actively participate in the establishment of a referral system between relevant actors with: - Support training on UNHCR referral care SOPs at PHC level - Follow up with humanitarian partners and the ECC secretariat on the medical referrals to higher levels of health care - Coordination between the IPs and the ECC members for submission of cases and provision of feedback  Coordination, in close collaboration with the Public Health Associate based in Quabayat: - Chair the monthly regional HNWG - Keep the 3W for the area up to date and share regularly with partners - Collect and share relevant information with all humanitarian actors - Work with the stake holders, including UN agencies, NGOs, MOPH and other operational partners to improve access to quality health care services and smooth referral mechanisms towards secondary and tertiary health care as well as to protection mechanisms (SGBV, child protection, cash support etc.)   - Close collaboration with Beirut based health sector specialists for technical support and guidance in the areas of:   - Strategic planning for the relevant region, with regards to both implementation and coordination that is coherent with the country wide strategy   - Discussion of M&E findings and recommendations   - Disease outbreak surveillance, notification and response   - The EU funded IFS project   - Referral care unit   - Decisions and recommendations from Central HNWG   - Attending relevant public health unit meetings and workshops in Beirut    Represent UNHCR in relevant training sessions offered in the area    Perform other related duties as required.   Authority (decisions made in executing responsibilities and to achieve results) - Liaise closely with UN, humanitarian partners both implementing and operational and GoL (MOPH) and the TPA in the respective geographical area - Organise field visits for implementation, coordination, referral and HIS - Prepare reports, share information and convene meetings for that location

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
- University Degree in health related field
- Clinical background (Bachelor of Medicine, BS in Nursing or Midwifery)
- Minimum 2 years of previous relevant job experience.
- Excellent working knowledge of English and Arabic.

DESIRABLE QUALIFICATIONS & COMPETENCIES Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
- Master Degree highly desirable (MPH, MSc)
- Experience in working in refugee situations (especially urban setting).
- Experience working with international organizations, (including non-governmental organizations and UN agencies) in field of health and nutrition.
- Training and experience in reproductive health, nutrition, infectious diseases, and/or community health is an advantage.
- Strong IT skills and familiarity with Microsoft Office applications
