Relief And Development Coordinator

International Orthodox Christian Charities (IOCC), headquartered in Baltimore, Maryland is the official humanitarian relief agency of the Assembly of Canonical Orthodox Bishops of the United States of America.  Since its inception in 1992, IOCC has delivered $488 million in relief and development programs to families and communities in more than 50 countries.  IOCC has been working in Lebanon since 2001, implementing community-driven programs that address a broad range of social issues from relief to community development to education. IOCC seeks a full-time motivated Relief and Development Coordinator – Beirut to be responsible for the strategic development of both Emergency and Development Programs in Lebanon and will directly support and assist the Country Representative.  The Relief and Development Coordinator will advise and develop strategic plans for relief and development programs within the Lebanon country office; provide the conceptual and writing skills needed to write concept papers and proposals with which to ensure funding for programs in line with the country operational plan; and guide, advise and train direct and support project staff in implementing project activities along with providing monitoring and evaluation tools to assess progress against agreed objectives. Primary responsibilities include but are not limited to: Establishing clear strategy and direction for both relief response and development, capacity building and programming in collaboration with the Country Representative. Exploring possibilities for new emergency and relief programs. Exploring possibilities for new development and capacity building programs. Assist the Country Representative in bringing an overview on programs and future projects. Generating ideas and develop relationships with donors, introducing and representing IOCC in sector meetings. Writing concise proposals that communicate the humanitarian situation and the areas of attention that fit with the overall IOCC strategy. Working closely with the Country Representative, Programs Managers, Monitoring & Evaluation, other relevant staff to develop concept papers based on the emergency assessment outcomes and development needs, donor interests and IOCC strategy. Indentifying information gaps blocking proposal completion and secure the necessary information to complete. Developing project proposals that ensure harmonization across projects and sectors to produce a cohesive, credible and coordinated program according to the agreed strategy, ensuring that all adhere to IOCC mission and vision, M&E standards and Sphere standards. Researching and giving regular updates on proposal opportunities, progress and submissions.  Rapidly revising, updating, and expanding concept papers into full project proposals as recommended by donors. Working closely with the Country Representative to ensure implementation of policies and procedures for programs. Liaising with finance team to ensure that budgets comply with IOCC and program requirements. Maintaining strategic relationships with local partners, local authorities, and in-country donor representatives, always maintaining confidentiality on donors and reports. Attending lectures and speeches and educating other staff members, when needed. Acting as an IOCC representative in front of key stakeholders. Contributing to the deliverance of the highest level of service and advising on quality standards. Perform other duties as required.   Qualified applicants will possess: Knowledge of Middle Eastern political and social contexts and/or Arabic language skills; fluency in English; French is a plus Dynamic personality with a demonstrated ability to achieve results in a demanding, pressured and fast-paced environment Experience in developing technical and cost proposals, preferably with international, UN, and US government donors Confidence and leadership and ability to support and train local and international staff while being able to with conflict affected and in need communities in a sensitive and participatory manner 5+ years experience in a supervisory capacity leading others 5+ years demonstrated management experience in development of emergency relief and/or development programming University degree required; Master’s level preferred in Business Administration, International Development, Community Development or a related field Knowledge in one or more of: public health, health or hygiene promotion, community development, education or community water supply and sanitation Skills in financial management, administration, information management and telecommunication Proficiency in computer skills and experience in Microsoft Office Capacity and willingness to travel in and out of the field Practical and quick reasoning and problem-solving skills and excellent communication and presentation skills (listening, writing, oral) at all levels Strong organizational and time management skills with an ability to coordinate activities with other agencies while building and maintaining positive working relationships Team player mentality with interpersonal skills and commitment to motivating and leading staff towards productivity
