Project Quality Coordinator
Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.
Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.
PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.
POSITION GENERAL INFORMATION
Position: Project Quality Coordinator
Based in: Akkar
Supervision
Under the direct supervision of: Akkar Coordinator ,Deputy Head Of mission for program quality and develpoement.
Supervision of : AME team and IM team
OVERALL MISSION
General objective
The Project Quality Coordinator (PQC) is to ensuring the accountability of PU-AMI’s program in Lebanon towards the Syrian crisis affected populations and the donors supporting the Program.
Responsibilities and tasks
Under the technical supervision of the Deputy HoM for Program Quality & Development (DHoM/PQ), and the line management of the Field Coordinator, the PQC is responsible for cross-cutting programmatic information management, sound design of and overseeing assessment, monitoring and evaluation, and ensuring that information collected is reflected upon, used to improve ongoing projects, and is incorporated into consistently high quality grant proposals and reports. S/he must ensure that policies, systems and people are continuously and accurately working in coordinated manner in order to ensure a coherent and comprehensive program is designed and implemented, lessons are learned and experiences shared across the various sectors and program teams.
Specific objectives and linked activities
1. Implementing the Assessment, Monitoring & Evaluation plan per project (sector-based or community-based) and providing grant proposals and reports with accurate and qualitative data
- In collaboration with the Project Implementation Coordinator and the AME Coordinator, preparing results frame works, performance monitoring and evaluation plans for new projects and/or grant proposals, including the harmonization/standardization of indicators, data collection methodologies, time lines, measurement tools, analysis and reporting protocols, products and expected delivery;
- In collaboration with the AME Coordinator implementing monitoring and evaluation procedures;
- In collaboration with the AME Coordinator, overseeing and supporting indicators monitoring processes by:
Sampling, collecting and analyzing data,
Guaranteeing quality and accuracy of data,
Reviewing assessment and outcome/impact evaluation reports.
- In collaboration with the Project Implementation Coordinator, the AME coordinator, and the Grants coordinator, contributing to grant proposals and donors’ reports writing and reviewing as needed for all information related to Assessment, Monitoring & Evaluation in order to ensure that proposals, reports and any other project documents capture progress, effectiveness, and impact of activities; ensure that results of report reviews are constructively fed back to project teams;
- Identifying innovations and improvements to enhance effectiveness of the PU-AMI’s M&E framework and systems;
- Supporting implementation teams in routine needs assessments and baselines;
Overseeing the quality and processing of data collection, data entry and data analysis by following up the day-to-day workings of the AME Manager and Information System Manager.
2. Supporting the development and implementation of the Information Management System
In collaboration with the Information Management System Coordinator, ensuring the quality and efficiency of data management;
Establishing priorities with the Database Manager according to the needs of the implementation teams and AME team;
In collaboration with the Project Implementation Coordinator, the AME Coordinator and the Information Management System Coordinator, implementing the Project Monitoring System, including overall design, instrumentation, data collection/aggregation and analysis;
In collaboration with the Project Implementation Coordinator, the AME Coordinator and the Information Management System Coordinator, implementing and monitoring tracking tools to ensure that project data is current and accurate;
In collaboration with the Information Management System Coordinator, support of PU-AMI’s Intranet, Extranet, Applications portals and potential websites;
In collaboration with the Information Management System Coordinator, identifying weaknesses, gaps and opportunities for improvement of the developed Data Management Systems;
In collaboration with the Information Management System Coordinator, developing/implementing internal database, or adding project data to existing online knowledge management systems, in order to fully house and capture project history, successes, results and/or challenges.
3. Leading the writing process at field level of new grant proposals and project reports
In coordination with the Grant & Fundraising Coordinator, following-up proposal/reporting priorities according to the Country Grants’ Timeline Follow up;
Conducting the proposals and reporting editing process in collaboration with the Project Implementation Coordinator;
Initiating ( field level) and participating in grant proposal and reporting kickoff meetings according to the Country Grants’ Timeline Follow up;
Working closely with the Project Implementation Coordinator to develop high quality funding applications that are needs-based and evidence driven and include input from all involved external stakeholders (targeted communities, potential partners, government authorities, etc.);
Collaborating with the AME coordinator and the Grant coordinator to ensure the development of strong needs and impact analysis processes, including needs assessments, risks analysis, relevant SMART outcomes indicators and adequate sources of verification, and impact evaluation reports
4. Ensuring the visibility of PU-AMI’s projects at field level
Under the guidance of the Knowledge, Capacity Building, Communication, Partnerships Coordinator, undertaking activities to promote media coverage of PU-AMI activities (ie. organizing field visits for media and donors, closing ceremonies, special events, etc.);
Requesting validation for any use of PU-AMI’s logo across the projects’ implementation;
Assisting coordinators in adopting effective communication models to engage the communities we work with for the purpose of informing them about PU-AMI’s positioning, engagement and code of conduct;
Contributing in keeping donors, humanitarian stakeholders and local partners updated on the implementation of PU-AMI projects, including participation in the edition of newsletters, Powerpoint presentations, fact sheets, and ad-hoc survey or study reports;
Facilitating knowledge and information flows among PU-AMI’s staff at field level.
Focus on 3 priority activities related to the context of the mission
4 Launching the recruitment and/or induction of the AME and Information System teams within a newly created Field Quality Unit supervised by the PQC;
4 Taking over from the Projects Implementation Team all the quality-based activities related to assessment, monitoring and evaluation, reporting and proposal writing according to the guidance and working practices initiated by the DHoMQ-Head of the Program Quality and Development Department;
4 Supporting the Field Coordinator in keeping donors, humanitarian stakeholders, local partners, local communities and beneficiary communities updated on the implementation of PU-AMI’s project (organizing/coordinating donors’ field visit
Team management
Number of people to manage and their position (expatriate/local staff):
4 The Project Quality Coordinator reports directly to the Field Coordinator (line manager) and the DHoM/PQD (technical manager).
4 H/She works in collaboration with (not exhaustive): Project Implementation Coordinator (Field) and Project Managers (Field), Information Management System Coordinator, AME Coordinator, Grant and Fundraising Coordinator.
Direct management: AME manager and Database Manager, AME officers and Data entry officers.
