Associate Wash Officer - Nob - Hru002 - Beirut (Unops Contract)

Core Function: To ensure that the overall WASH response for refugees and vulnerable Lebanese are designed and implemented for communities of greatest need and in line with best practices and efficient use of resources. Accountability UNHCR WASH programmes are designed and implemented through implementing partners and private sector companies based on needs assessments, guidance and implementation strategy. Gaps and overlaps in WASH programme are addressed and the activities oriented towards addressing priority issues. The Associate WASH officer is responsible for ensuring that all WASH interventions meet the standards set by the sector for WASH service delivery for refugees. Responsibility (process and functions undertaken to achieve results) Design various components of water and sanitation systems. This includes bill of quantities, scope of work, drawings and technical specifications Analyse project designs, scope of work for projects of private sector consultancy firms; review performance of consultancy firms, inspection and commissioning of projects Monitoring the implementation of WASH projects to ensure timeframes, specifications and final ouputs are in line with the planned results and in line with the standards set by the sector.  Prepare technical guidelines on water and sanitation and hygiene promotion in consultation with the regional offices, local authorities and implementing agencies. Review and evaluate existing water, sanitation and hygiene projects implemented by partner non-governmental organisations, private sector consultancy and construction firms Identify best practices, replicate innovations and trial low-cost technological approaches in water supply and wastewater systems. Contribute to the design and implementation of comprehensive surveys and assessments to identify needs, gaps and strategy for water supply, sanitation and hygiene interventions Analyse monthly and quarterly reports to identify performance to achieving sectoral objectives Analyse on-going interventions and prepare a programme map and database of water, sanitation and hygiene, typology of projects, fact sheets, systems operation and maintenance costs  Carry out periodic water quality testing and periodic surveillance and sanitary surveys Track performance and expenditure of on-going major water supply and sanitation and hygiene projects Authority Intervene with field offices and implementing partner NGOs on sectoral issues  Identify priorities during the design and implementation phases of projects  Recommend compliance to standard operating procedures and any other ways of working  Attend meetings on behalf of the Technical Unit Expected Outputs  Designed water and wastewater systems Revised technical guidelines and briefs on water and sanitation systems Periodic review and reporting achievements of on-going projects Programme map and factsheets; Cost analysis of water and sanitation systems Timely technical support to field staff and partner organisations Reports Trainings on basic WASH Coordination – what is the expectation on this person with regard to coordination

A Postgraduate University Degree in Civil Engineering
At least 4 years’ experience in the design and implementation of water supply, wastewater or related infrastructure projects.
Hygiene Promotion
UN or NGO work experience
Demonstrable experience developing technical guidelines and providing technical support
Demonstrable knowledge in planning and implementation of infrastructure projects
Demonstrable knowledge designing and planning infrastructure projects using software such as Auto CAD, Microsoft Project and other GIS
Exposure to UNHCR mandate, priorities and principles, and understanding of humanitarianism in development and emergency contexts
Demonstrable experience working with various stakeholders including government institutions and the private sector
Capability to multi-task in a fast changing environment
2.5 DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
Solid background and knowledge of the building and construction industry, construction management or water resources management
Has knowledge and experience on the soft side of WASH – ie hygiene promotion, community participation, management of WASH programmes
Applied knowledge and expertise in all aspects of project cycle management
Good communicator with strong interpersonal, negotiations and representative skills
A team player, with high ethical and professional standards
