Senior Dme Coordinator

Programme Design Support WVL Syrian Response Programmes in the development of its multi-year strategies and project to programme shift based on best practices.   Oversee assessments and baseline studies feeding into background information for programme/projects Provide support at the design stage of programmes/projects for setting up logical models/logical frameworks with defined indicators to facilitate the monitoring and evaluation at the later stages. Support, oversee and review the development of project proposals, particularly performance monitoring plans and DM&E sections. Provide monitoring and evaluation feedback into policy/project/programme design, including comments on various M&E documents. Monitoring Direct responsibility for planning, management and oversight of thematic, country programme/projects, and other types of evaluations conducted in the WVL Response.   Implement quality assurance and monitoring systems to enable innovative ways of conducting monitoring that meet the requirements of the context (where needed remote/third party monitoring). Establish a mechanism for data collection tools (quantitative and qualitative) and reporting to ensure all monitoring requirements are met, including field monitoring. Provide support to the Programme team and partners on ways to improve DM&E related components and activities. Lead trainings on M&E functions for capacity development and awareness among relevant World Vision staff Evaluation and Research Act as focal point for implementation of Evaluation and research assignments, method and tools, as may be necessary. Organize, coordinate and lead evaluation missions for projects, sectoral and thematic evaluations, including desk evaluations/studies on selected sectors/themes. Serve as resource on evaluation policies, procedures and practices to project managers, partners and others as required. Follow up on implementation of evaluation recommendations; ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan. Organize, design, plan and oversee the evaluation, analysis, compilation and dissemination of statistical data for internal reviews and evaluations. Monitor the implementation of M&E related sections of previous audit recommendations and assist managers in developing follow-up system to provide assurance that all audit recommendations are complied with. Ensure the development of a WVL response M&E strategy document and policy document for project M&E activities Conduct and coordinate mid-term reviews and internal evaluations and prepare reports in accordance with World Vision partnership standards. Coordinate and provide technical guidance for external partnership evaluation consultancies Collaborate with implementing partners and primary stakeholders to develop feasible and effective discussion events where M&E data are analysed and programming action is agreed upon.  Accountability and Reporting Assist Project/Programme Managers to conceptualize and write, and consolidate progress reports (M&E sections), as well as the M&E sections of briefing documents and other publications relating to WVL Response implementation. Assist the WVL Response in rolling out its Accountability Mechanism, including ensuring that all project frameworks are inclusive of Accountability indicators.   Learning/Knowledge sharing and training Identify and formulate evaluation findings and studies/research, lessons learned and recommendations to be integrated into broader knowledge management efforts and draft them for wider dissemination. Organize and conduct of results-oriented monitoring and evaluation trainings (including quantitative and qualitative data collection methods) in the WVL Response and for partners where relevant. Develop, conduct and support a functioning WVL Response DM&E theme group, to ensure common understanding and coherent implementation of the DM&E system and to improve or develop performance indicators, set baselines and targets at output and outcome level. Participate in “communities of practice” to remain abreast of latest development and professional norms, standards, tools and methodologies and disseminating knowledge on DM&E. Ensure that Capacity Building is an integral part of DME Coordinators plans Ensure participation in all joint agencies DME related meetings and discussions.  Knowledge and Skills Previous, senior experience in project cycle management in development and humanitarian contexts, preferably with an International NGO. Proven strategic, and implementation ability with strong conceptual and analytical skills for planning, monitoring, impact assessment & learning. Proven ability to lead and work effectively with others to achieve results with strong people leadership/management abilities and skills for working in teams essential. Demonstrable understanding of concepts and application in organisational learning, and knowledge management; experience of using training methods. Practical progressive experience in designing data collection, analysis and reporting tools using appropriate software systems (SPSS, etc.). Demonstrable understanding and experience of gender and diversity issues and proven commitment to addressing inequalities in all the key areas of responsibility. Proven networking and representation skills at a senior level. Experience in design and implementation of M&E systems; including qualitative and quantitative approaches to assessment and monitoring Experience in participatory assessment, monitoring and evaluation, training and facilitation, data processing or analysis Good report writing and information dissemination skills Good knowledge of and experience with humanitarian guidelines and principles Good contextual knowledge of local community and social/cultural constraints, realities and organizational relationships for effective project design and implementation Communicates with integrity to different stakeholders- good interpersonal skills with people across a wide social range including project beneficiaries/community members, other WV staff/managers, government officials etc
