Project Manager for WOMEN CHARITY LEAGUE (WCL), PU-AMI partner -         LEBANON    -     Project Manager – Psychosocial Support   Women Charity League (WCL) is a non-profit, non-political and non religious humanitarian local NGO. Founded in 1945. Its objective is to help vulnerable and poor people in the field of social care, medical, culture, food security and others social and non profit services.   As a result of the Syrian refugee crisis and in efforts to serve hosting communities that have been affected by the Syrian conflict, WCL has become a partner of PU-AMI and will implement a range of activities related to psychosocial support, education, protection and women capacity building activities in Akkar area (Arida, Sheikh Zannad and Mechmech).   POSITION GENERAL INFORMATION   Position: Project Manager Based in: Halba, Akkar   Supervision   Under the direct supervision of:             WCL Director Under the overall supervision of:            WCL President Responsible to Supervise:                      WCL Field Officers (9 staff)   OVERALL MISSION   General objective   The WCL Psychosocial Support Project Manager will be responsible for the management and implementation of an integrated psychosocial support (PSS) project in Akkar Governorate, Lebanon. The PSS PM will work under the supervision of the Director of WCL and in close partnership with PU-AMI Community Outreach Project Manager.   The PSS PM position’s main objectives are to successfully achieve the following global tasks:   Ensure effective implementation of all aspects of the psychosocial support project and all related activities (full project cycle management) including being within budget and on time. Act as the direct liaison point to ensure the productive ongoing working relationship and communication between WCL and its partner organisation. Team management of all operational WCL staff within the PSS Project. Ensure strong capitalization of all aspects of the project.   Responsibilities and tasks   Programs: He/She will ensure implementation and oversight of all PSS related activities. Partnership Coordination:  He/She will work in close collaboration with the partner organisations Community Outreach Project Manager and other related staff to ensure the effective relationship management and clear inter-agency communication channels between the two organisations. Human Resources: He/She will supervise the PSS team (WCL Senior Field Officers and Field Officers). Logistics, Administration, Finance & Reporting: He/She will oversee the logistic, administrative, financial and general reporting duties of the project(s) under his/her responsibility including provision of support and follow-up to the Reporting Officer and Finance & Accounting Manager whenever needed, always respecting the agreed deadlines with the partner organisation in compliance with donor requirements. Representation: Upon request from his/her supervisors he/she will represent the organization to other NGOs, authorities and stakeholders in relation to the scope of the PSS project. Safety and Security: He/She will assist in following safety and security rules on-base and will transmit all safety and security information to his/her supervisor and to the partner organisation.   Specific Objectives and Linked Activities   1.      Activities Implementation To collaborate with the partner organisation and consultant in the design and implementation of PSS activities in direct collaboration with the partner INGO Community Outreach Project Manager, Psychosocial Consultant and in collaboration with both organisations operational teams. To supervise and monitor implementing teams, in direct collaboration with the Community Outreach Project Manager, including but not limited to: Psychosocial activities in schools, with children, parents and teachers. The identification and referral of cases in need of psychosocial support. To organize, schedule, coordinate and plan the PSS activities including training workshops, psychosocial activities and summer camps. To ensure active engagement, proper coordination and liaison with local communities and Municipalities/Authorities. To help implement all monitoring and evaluation related activities (including post intervention survey). To help identify new areas of intervention and participate in needs assessment (field assessment, collection of data from other stakeholders) where appropriate.   2.      Partnership Management To act as the main focal point between WCL and its partner organisation. To regularly liaise and coordinate with the Community Outreach Project Manager. To actively participate in partnership monitoring and progress reviews and evaluations. To ensure problems related to both the project and partnership are anticipated and actively solved/avoided in partnership with the partner organisation. Ensure the effective communication of project aims, tasks and achievements to all parties.     3.      Operational Team Management To recruit and set up the training of the operational team. To ensure the HR policies for the operational team are in line with humanitarian rules and principles and ensure regular performance evaluation of the operational staff, the daily management as well as annual leave management etc.   4.      Financial and Logistics Management To manage the PSS activity stocks and replenishments where applicable, in direct link with the logistics department. To issue and follow up procurements as per project needs. To follow-up and ensure the timely submission of accountancy and regular reporting in line with the agreed formats and requirements with the Reporting Officer and the Finance & Administration Manager.   5.      Contribute to the Development of New Proposals To develop a further understanding of the context situation (beneficiaries, needs, political context, and strategy of intervention) in order to facilitate the development of proposals.   6.      Information Collection and Sharing To participate in the definition and development of guidelines and methodologies for the assessment of communities and the resulting reports. To review assessment reports according to developed formats. To proactively coordinate and work with other actors on the ground. To ensure proper communications schemes with the different levels of local authorities.   7.      Knowledge Management To participate in the writing of comprehensive Activity Forms for all major operational aspects. To participate in the development of comprehensive support documents, guidelines or tools for activities implementation by the WCL PSS team.   The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.   QUALIFICATIONS   Mandatory Requirements   Language skills: Fluent in Arabic and English (speaking/reading/writing). Education degree: Degree in psychology, sociology, social work  and/or community mobilisation or equivalent. Work experience: Minimum 2 years of experience in a similar position (NGOs/private companies/public sector). Knowledge & skills: Good analytical and writing skills /Proficiency of project cycle management /Good management capacities and team leadership spirit. Computer skills: Good knowledge of the MS office software including Word, Excel, Outlook Other: -          Strong knowledge in community mobilization and protection. -          Good management and pedagogical skills. -          Good knowledge of Akkar and the Northern Governorate, willing to travel extensively locally. -          Valid driving licence. -          Excellent communication and diplomacy skills to manage relationship in potentially tense situations.   Assets   Other  knowledge: -         Good skills in reports and contract management/redaction. -         Understanding of institutional donors procedures. -         Knowledge of humanitarian actors. -         Knowledge of mapping software. Interest: -       Strong motivation to help people in need. -       Understanding of the Syrian crisis, the effect on local Lebanese communities and the political situation in the area. Transversal skills: -       Well-organized. -       Teamwork spirit. -       Conflict resolution and diplomacy experience. -       Ability to analyze and suggest improvement. -       Ability to take initiative to deal with difficulties encountered in daily work. -       Ability to adapt or change priorities according to the situation within a mission or the organization itself. -       Autonomy, neutrality, hard worker. -       Able to manage stress and pressure.
