World Learning has an immediate vacancy for a Beirut-based Procurement Officer for the USAID-funded Improved Basic Education Services Program (IBESP) in Lebanon. Duration: 4 years. Background: IBESP will improve reading outcomes for primary-level public school students, strengthen Lebanese institutions to better direct and monitor education, and expand access to safe education for all children, including Syrian refugees.
Primary responsibilities:
Responsible for managing the procurement process of goods and services for office use as well as educational institutions around Lebanon;
Orient relevant staff on World Learning procurement procedures and ensure that all goods and service procurement actions conform to World Learning’s best practices, USAID rules and regulations, and Lebanese laws;

Supply goods and services to project sites in compliance with project requirements;
Maintain tracker of existing and forecasted procurements for the project and regularly update senior staff.
Develop and/or maintain service/contractual agreements necessary for the operation or implementation of the program;
Oversee all project related lease agreements, including for for offices, and vehicles.
Perform regular procurement system audits and regularly review and verify market prices for standard items;
Coordinate bidding, contracting, ordering and purchasing of goods & services to ensure transparency and accountability.
Required Qualifications:
Minimum of 3 years of experience in procurement, including knowledge of strategic sourcing, negotiating, and contracting;
Bachelor’s degree from accredited university required;
Experience managing all facets of a contracting process and maintaining an accurate and comprehensive contract and logistics database under a US Government contracts;
Ability to manage individual sourcing events and projects (RFIs, RFPs, targeted negotiation, contract review);
Knowledge of regulatory, contractual, legal, and financial compliance requirements associated with USAID funding;
Excellent interpersonal skills, and the ability to thrive in a fast-paced legal environment;
Fluency in English, both verbal and written as well as fluency in Arabic is required. Knowledge of French preferred.
