Budget And Advocacy Analysis Trainer (Consultant)

Project background:   SCI child rights governance projects in Lebanon emphasize on: Strengthening the capacity of partner organisations, networks and      community leaders in Lebanon to advocate and monitor child rights      implementation. Advocating with the Government of Lebanon to increasingly apply the      UNCRC in legislation, policy making and implementation, taking into      account the recommendations of SC, partner organizations, relevant child      rights networks, children and international bodies. Building the capacities of partners’ organizations to improve it      both thematically and organization wise to yield better advocacy and      accountability.   As part of a child rights governance project, training on budget analysis and advocacy is planned to be conducted from the 27th to the 30th of October 2014 for Save the Children child rights governance partners in Lebanon and from the Arab network for Child Rights (Manara). The number of attendees will be around 15 project officers and coordinators representing the civil society NGOs.     Responsibilities and Requirements   -       Planning the course of the training along with Save the Children’s Child Rights Governance coordinator.  -       Conducting the training in Arabic from the 27th to the 30th of October 2014. -       Presenting the definitions and theoretical part accompanied with practical case studies and success stories, if possible from the Middle East and North Africa Region. -       The training will be conducted in Arabic and the material should be provided to participants in Arabic.       Objectives and Outputs   The training’s main objective is for the participants to have a better understanding of Budget Analysis and Advocacy and have a clearer view how civil society organizations can influence governments’ budget planning to be more child focused.    The following topics should be covered:   -       Definition of budget Analysis and Advocacy. -       What is a budget cycle and what is the role that civil society can play throughout the process. -       How to look at budget trends over time. -       How to compare spending for one sector, like social affairs to its share of the overall budget or to proposed spending for another sector, like defense -       How to assess how a budget addresses the needs of a particular group, with a particular focus on children and how it affects the overall economy. -       Connecting Budget Analysis with Advocacy: the power of budget analysis and how it can provide evidence to support advocacy, strengthening the ability of civil society organizations (CSOs) and the public to influence decisions on tax policies and on the allocation of resources to specific policies and programs; in order to turn policy ideas into child rights focused outcomes.   Essential Competencies required   Good training skills and communication      skills, especially with participants from different backgrounds and work      experience. Wide knowledge or former trainer      on Budget Analysis and Advocacy. Fluency in spoken and written Arabic.      Wide Knowledge of the CRC and      human rights treaties.       Note: The dates of the training might change as the training is accommodating participants from outside Lebanon.
