PREMIERE URGENCE   AIDE MEDICALE INTERNATIONALE -         LEBANON    -                                                          HIS Field Officer   Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.   Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.   PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.                 POSITION GENERAL INFORMATION   Position: Field Officer Component: Health Information System Based in: Halba / Akkar   Supervision   Under the direct supervision of:           Health Project Manager Under the indirect supervision of:       Field Project Implementation Coordinator  Supervision of  :                                            Community members Under the overall supervision of:         Field Coordinator   OVERALL MISSION   General objective   Under the direct supervision of  the Health manager and in collaboration with the health team, the Health Information System (HIS) field officer is responsible for ensuring an efficient daily follow up of datas and general HIS support to the health facilities supported by PU-AMI. The HIS Officer will have responsibility for collection, collation, compilation, analysis, maintaining and dissemination of data on all integrated PHC project activities undertaken by PU-AMI Akkar base in. She/he will assist the Health Project Manager/ PHC coordinator in establishing and strengthening a comprehensive monitoring and evaluation system to measure programme progress, Early Warning System (EWARN) and impact and develop an effective lesson learning and beneficiary accountability mechanisms in the project area in order to provide quality health services to Syrian refugees.         Responsibilities and tasks   Activities implementation   -       Supports and ensures an efficient daily follow up of data and general Health Information System to  the supported health facilities and community-based surveillance system (CBSS)  through: Field visits for specific monitoring and evaluation issues. Ensure that PU-AMI field officers provide accurate, complete and timely HIS data on weekly/monthly basis from supporting facilities. Act as a focal point and compile health information for HIS from the health project in the base and send accurate, complete and timely report to Health Project Manager and other relevant supervisors. Collection, compilation and analysis case/ investigation forms. Participation in the development of tools for strengthening disease surveillance and HIS in the base. Support the health team for the implementation of SOPs and other protocols for outbreak management Support and conduct specific outbreak confirmation and assessment survey whenever needed. Monitor, analyze and report on diseases under surveillance to the health PM and relevant supervisor on a monthly basis. Perform the internal monitoring of HIS program. -       Capacity building in collaboration with Health PM and team leader : Provide technical support during initial HIS trainings to supported facilities and partners. Provide technical support for initial community based surveillance system trainings to focal points and follow up, organize and conduct training on outbreak investigation and response. Prepare background material for use in discussions and briefing sessions on HIS related issues. -       Ensure the database in the health department is functional and in use. -       Ensure all data collected (daily, weekly or monthly) are properly stored in the health database. -       Ensure PHC data tool s (registers, forms, etc…) are correctly utilised, kept and updated in the facilities. -       Assist the health PM with the preparation and presentation of data for internal and donor reports in a timely manner. -       Regularly conducts visit to the PHC and verifies accuracy of data entry, effectiveness of data collection tools and maintains in a user-friendly form all projects data. -       Work closely with the IM department. -       Perform any ad hoc duty assigned by the supervisor.   Reporting & Follow up -          In collaboration with the field officers, ensure direct supervision of HIS data collection and reporting system implemented in the supported health facilities. -          Be on regular and direct contact with supported facilities, collect complaints and suggestions. -          Report the database to the health PM in a timely manner. -          Participate in writing all required HIS  reports (PU-AMI, donors, partners, etc.) in collaboration with team leader and PM. -          In charge of filing and archiving.   The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.   QUALIFICATIONS   Mandatory requirements   Ø Language Skills: Fluent in English and Arabic. Education Degree: University degree in business administration or related field. Work experience: Experience over 2 years in health information system and  experience in NGOs. Computer Skills: Excellent knowledge of the MS office software including Word, Excel, Outlook Other requirements -          Valid driving license (1 year minimum) -          Willingness and ability to travel within the area of responsbility. -          Excellent in reporting and manipulting health database. -          Literacy in reporting in both Eglish and Arabic.   Assets   Interest: Work in relief, interest for database work  Transversal skills -          Strong motivation to help people in need -          Conflict resolution and diplomacy experience -          Understanding of the political situation in the area -          Reliability -          Ability to take initiative to deal with difficulties encountered in daily work -          Capacity to work in an multidisciplinary and multicultural team -          Ability to adapt or change priorities according to the changing situation within a mission or the organization itself -          Ability to analyze and suggest improvements of the activities -          Well organized and hard worker -          Able to manage stress and pressure -          Able to check information, logical -          Neutral
