For more information on MSI, please visit our website at www.msiworldwide.com. Project Summary:  The Lebanon Community Resilience Program (LCRP) is a project funded by USAID/OTI. The LCRP provides strategically targeted support to advance peace and stability in Lebanon. **Please note: Only Lebanese citizens are eligible for this position.** Position Summary: Under the overall supervision of the Chief of Party (COP), the Program Development Officers (PDO) will be responsible for designing and implementing program activities in North Lebanon and the Bekaa Valley for the Lebanon Community Resilience Program (LCRP). The position is based in Beirut and will require frequent travel to North Lebanon or the Bekaa Valley. Responsibilities: Maintain working relationships and liaison with project counterparts. In collaboration with program staff colleagues, conduct assessments and surveys as needed to identify geographical areas and population groups most vulnerable to adverse political pressures. Undertake travel to remote and often high risk areas to reach the most vulnerable communities for information gathering, assessments and monitoring purposes when needed. Assist in the identification of communities and community groups within the area of responsibility where LCRP program objectives can be met; develop and maintain friendly, open, and professional relationships with local counterparts, LCRP beneficiaries, contractors, suppliers, other international organizations as well as local and national authorities. Coordinate daily implementation within the program's established priorities. Prepare grants for review by the COP. Liaise with counterparts, international donors, and UN Agencies. Prepare success stories/anecdotes on individual projects and other public information material, including photographs for both internal and external purposes. Assist with event management. Prepare weekly, quarterly and annual reports. Liaise with the COP and Operations Manager, accounting and finance, to further program objectives and ensure that MSI standards are followed. Help coordinate program procurement and logistics activities with grants mangers, the Operations Manager, and the COP. Support information dissemination activities and advocate for, the program among key stakeholders. Collaborate in preparing for and conduct formal and regular meetings with USAID. Collaborate in the response to ad hoc requests for information as well as frequent and regular reporting to USAID. Other duties as assigned by the COP or Operations Manager. Qualifications: The successful candidate will be able to drive quick results and gradually work without direct supervision. He/she will exhibit organizational skills, attention to detail, personal commitment, efficiency, flexibility, and problem-solving skills. Further desired qualifications are as follows: Education and experience University degree in Social Sciences and/or community development or, alternatively, combination of related education and professional experience. A minimum of three years of experience working in project development and implementation, preferably related to community development and/or post-conflict issues. Experience working with political transition programs is an advantage. Technical Competencies Ability to follow and implement administrative and financial control procedures. Knowledge of program planning and implementation. Advance knowledge of all Microsoft Windows programs (Word, Access, Excel, PowerPoint, Outlook and FrontPage). Personal/Interpersonal Skills Stamina, determination, commitment, efficiency and adaptability. Excellent communication and negotiation skills. Understanding of complex socio-political environments, especially of post-conflict situations. Sensitivity toward other cultures. Ability to work under difficult conditions while maintaining security awareness. Working Conditions Ability to work effectively and harmoniously under pressure in a stressful environment and with colleagues from different cultural and professional backgrounds.
