The LCRP provides strategically targeted support to advance peace and stability in Lebanon. **Please note: Only Lebanese citizens are eligible for this position.**   Position Summary: Under the supervision of the Operations Manager, the Grants and Procurement Manager is part of a multi-disciplinary team of program development, procurement, finance, and other professionals to establish and maintain a strong system and management control for human resources, logistics, office procurement, office accounting and information systems. The Grants and Procurement Manager is responsible for establishing controls for maintaining procurement and logistics systems and supervises the Procurement and Grants Assistants. The position is based in Beirut.   Responsibilities: Ensure adherence to procurement policies and procedures, including coordinating the implementation of contracts/procurement/grants policies and procedures, participating in bid-openings and technical and cost evaluations for all subprojects, and performing due diligence for awarded procurements. Supervise and manage the work of Procurement and Grants Assistants. Prepare project reports and deliverables, providing updates to the status and progress of procurement activities. Manage local procurement and archiving of related receipts/documents as well as follow-up of US purchases made by the home office or any local activity. Manage the payment of local and regional vendors for the project procured materials. Ensure that the procurement procedures comply with MSI and USAID procedures and regulations; advise Chief of Party and Operations Manager on program policies and regulations as necessary. Maintain strong guidelines regarding the use of program assets. Work with the Operations Manager to manage the procurement in a timely manner to ensure a fast and successful activity completion. Respond to inquiries regarding project procurement activities and developments. Supervise local procurement (coordinate development of specifications for purchase of equipment, furniture and supplies; obtain 3 quotes, documents vendor selection and places purchase orders; coordinates with vendor/home office on any shipping). Actively contribute to information sharing within the LCRP Project. Perform other tasks as requested by the Chief of Party and the Operations Manager.   Minimum Qualifications: Three years of previous experience in a similar position, preferably on a development project. At least a Bachelor’s degree in a relevant field. Specialized training in procurement and/or logistics management.  Knowledge of USAID procurement procedures is an advantage. Demonstrated financial and reporting skills. Proven ability to train and/or deliver technical assistance in procurement/logistics to local NGOs/CSOs and other beneficiaries. Supervisory experience. Excellent organizational and time management skills. Advanced computer skills, specifically in MS Word, Excel, and Outlook. Ability to travel to other project implementation locations.
