The LCRP provides strategically targeted support to advance peace and stability in Lebanon. **Please note: Only Lebanese citizens are eligible for this position.** Position Summary: The LCRP Finance and Administration Manager (FAM) position is part of a multi-disciplinary team of program development, procurement, finance, and other professionals establishing and maintaining a strong system and management control for human resources, logistics, office procurement, office accounting and information systems. The FAM is responsible for establishing and maintaining a control for the LCRP Project accounting and finance systems and will supervise the LCRP Accountant. The position reports to the Operations Manager and is based in Beirut. Responsibilities: In conjunction with the LCRP Home Office Program Manager and the Operations Manager (OM), establish and oversee the management of the project financial systems. Supervise local office staff (Accountant and Cashier) in and delegate work. Oversee payment of local staff, local and regional consultants and related travel and per diem expenses. Ensure availability of funds, manage and reconcile any differences with local currency bank accounts. Review all invoices and requests for payment, and draft all payments for approval and signature by Chief of Party (COP) and/or OM. Ensure that the procurement and financial procedures comply with MSI and USAID procedures and regulations; advise COP on program policies and regulations. Work with MSI home office on any financial needs or reporting. Represent the program with local administrations (social security, tax authorities, landlord, etc.). Work closely with the Social Insurance Office and Tax Department to ensure that all required documents are accurate and updated and compliant with the up to date local regulations and laws governing taxes, contracts, administration and accounting. Ensure that project accounting is processed properly in program accounting system (QuickBooks and 1-C) using appropriate LCRP accounting codes. Work closely with local bank staff to ensure accurate records and transactions. Make transactions for LCRP corporate account including monthly reporting. Support the OM by drafting wire transfer requests for submission to home office with an itemized summary of projected expenditures on a monthly basis. Responsible for reviewing and processing travel expense reports for office staff and local short term consultants, after COP and/or OM approval. Oversee in consultation with the COP and OM, the ongoing development and management of the office financial day-to-day activities, including executing program close-out. Develop and update current program operations based on USAID regulations and MSI policies and procedures. Maintain strong guidelines regarding the use of program assets. Respond to inquiries regarding local accounting and finance policies. Monitor level of effort /workday ordered through review of monthly consultant and invoices handled by the field office. Actively contribute to information sharing within the LCRP Project. Perform other tasks as requested by the Chief of Party and the OM. Human resources, logistics and administrative management/duties as required. Minimum Qualifications: Degree in accounting, finance or related field. Seven years financial management experience required, including prior experience as Finance Manager for USAID funded programs. Human Resources management experience preferred. Demonstrated expertise in USAID rules and regulations. Supervisory experience. Must be able to work efficiently and effectively in a fast-paced and stressful environment.
