Job Overview/Summary:
The Payroll Officer bears full responsibility for maintaining accurate and complete HR databases of all IRC programs within Lebanon Country Program. He/she will perform data entry, data cleansing, and accurate filing of all processed documents, as well as support in all administrative and legal related issues.
Major Responsibilities:
1- Enter the data into the HR data base and personal files and keep them up-to date in order to facilitate HR processes management (create new employee; edit the employee info; update the employee info; etc)
2- Act as the focal person for all benefits inquires, submit monthly reports where needed and ensure all staff are enrolled to the schemes upon hire.

4- Update Social security & Tax office employee files in order to meet legal requirements and duties.
5- Execute administrative and legal related tasks under the supervision of the HR Manager; Follow-up on NSSF and income taxes registration; Register all employees by sending all official NSSF and R3 documents to the ministries.
6- Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
7- Draw up the final pay slip and employment certificate at the end of a contract in order to meet legal requirements while defending IRC’s interests.
8- Prepare all the Service providers contracts and payments.
9- Responsible to collect data and to draft the monthly HR metrics report.
10- Apply the HR policies and procedures as per the Lebanese Labor Law.
11- Makes sure all staff has the appropriate contract and personal files are kept up-to-date at all time.
12- Guarantees that personal files of all staff are administrated with appropriate quality
13- Assist the HR Manager upon request.

Position Reports to: HR Manager Position directly supervises: N/A
Indirect Reporting: HR Coordinator
Internal: Field HR Officers, recruitment team, finance department
External: local authorities and administrations; lawyer.
Job Requirements:
2 - 3 years of experience in human resources; Professional experience with INGOs/NGOs and/or international experience is a plus; interest in humanitarian field is preferred.
Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution.
Diplomatic and strong acumen in establishing positive working relationships with employees and all other stakeholders to maximize cooperation and productivity.
Experience in managing payrolls and Human Resource Information systems for large numbers of staff
Proven track record in developing capacity of staff
The ability to work under pressure and with employees from all levels.
Very strong proficiency in MS Word, Excel, and PowerPoint is required.
Written and Spoken fluency in English and Arabic is required.
