Objective 1: Be the HR focal point for the Mission
Tasks:
Develop, review and implement the ACF HR policy for Lebanon Mission in the frame work of HR guidelines, Internal Rules and Regulations, ACF Charter.
Responsible for the Bases’ HR issues (Base admin, HoB, Staff) in respect of ACF HR policy under the supervision of Administrative Coordinator and in consultation with Country Director and the Head of Base
Coordinate the recruitment, selection and placement of newly-hired employees.
Mainstream the use of SharePoint and GESPRA at mission level for HR Management.
Train newly-hired employees in Administration (Base Admin, HoB, Coordinators) on ACF HR policy.
Prepare staff induction session for both national and international staff within the mission.
Assist the Administrative Coordinator and contribute to proposals and reports for donors ensuring that Human Resources needs and constraints are taken into account in the preparation of projects
Advise other departments on their Human Resources needs.
Coordinate local employees’ transfer and promotion process.
Liaise with the training department in HQ to prepare Training itineraries & its implementation.
Support the development of MTP for ACF Lebanon staff for Training request and follow-up with the Training department in HQ. Look for new trainings and training suppliers which can be of interest for the organization.
Objective 2: Provide Assistance in Human Resources Management
Tasks:
Keep employee’s file up-to-date
Follow-up the leaves (sick, annual) in compliance with ACF IRR.
Conduct regular orientation on HR policies to the employee.
Review and update the Job Descriptions with the support direct managers
Review Classification Grid, Salary Scale and Compensation policies, periodically, and in collaboration with Administrative Coordinator, and send proposals of modifications to HQ for validation before implementing.
Prepare ACF’s employment contracts, amendments in consultation with the lawyer in framed work of country practices and labor laws. Assure that contracts (and all documents that should be signed together with contracts – eg. …) are signed by all employees before they begin working and kept safely.
Responsible that every new employee signs, before they began working, job description, contract, IRR, Security Plan (after the briefing with Log Co), Code of conduct, Data protection policy. . Assure all documents are kept safely in the employee file.
Support the implementation of timesheet at the mission level
Closely follow up of leaves and overtime and alert administration, head of base, supervisors and Regional Director when financial / legal risks are detected
Update the staff list for the health and accident insurances for the mission.
Prepare the salary payrolls and the calculation of the final clearance.
Calculate monthly payroll related payments (salaries, health insurance, mobile and related taxes, etc..).
Provide Admin Coordinator with all necessary information for HR part of forecast on a monthly basis; ensure that information provided is accurate
Provide the Mission Accountant with payroll calculation table on monthly basis
Support staff departure (check remaining leave days, check with logistics that equipment is returned, etc..)
Ascertain that HR documents and policies are made in compliance with the Labor Code and Laws. Request legal advice from ACF lawyers when needed. Update IRR whenever needed in collaboration with Administrative Coordinator.
Carry out disciplinary proceedings and dealing with disputes in coordination with the Country Director and in consultation with Key manager and Administrative Coordinator
Create documents related to disciplinary measures (warnings, termination) under the supervision of the Administrative Coordinator and Country Director approval.
INTERNATIONAL STAFF
Apply for Visa and Residency Permits on behalf of Expat staff and keep a follow up with relevant Authorities to ensure the timely obtaining of the visa, permits or extensions.
Support staff departure (check remaining leave days, check with logistics that equipment is returned, etc..)
Keep a track of expiry dates of visas and permits of expat staff and
Objective 3: Provide, monitor and analyze HR indicators
Tasks:
Optimise the HR response by analysing indicators, making recommendations and providing information updates
Compile HR statistics and propose recommendations to the Administrative Coordinator and Country Director
Send mission HR update data on monthly basis to HQ. Keep employee data updated on Sharepoint
Produce reports, whenever required by headquarters, authorities and funding bodies
Consolidating the organisational chart of the mission and upload it on a regular basis in SharePoint.
Regular update of Welcome Note Paper and upload it in SharePoint.
