PREMIERE URGENCE   AIDE MEDICALE INTERNATIONALE -       LEBANON    -       WATSAN Project Manager   Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.   Today, PU-AMI intervenes in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.   PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, Shelter Rehabilitation, Health and Livelihood Recovery sectors.   POSITION GENERAL INFORMATION   Position: Project Manager Component: WATSAN – Water Supply and Sanitation Based in: Akkar   Supervision   Under the direct supervision of:      Project Implementation Coordinator Supervision of: Technical Advisors, Team leaders, Senior Field Officers, Field Officers, Field Workers, community members Under the overall supervision of:    Field Coordinator     OVERALL MISSION   General objective The Water Supply & Sanitation Project Manager (WATSAN PM) will be responsible for ensuring an effective planning and quality implementation of all assigned WATSAN activities within Akkar district of North Lebanon Governorate. The WATSAN Project Manager works towards the achievement of PU-AMI’s goals in Lebanon through effective managerial and lateral relations and teamwork and ensure a harmonized and integrated approach to community based programming with other project managers as well as all external stakeholders. The WATSAN PM will directly report to the Project Implementation Coordinator (PIC) based in Akkar while respecting the technical guidance provided by the WATSAN Coordinator based in Beirut. Responsibilities and tasks   Programs: ensure implementation and oversight of all WATSAN-related activities   Human Resources: supervise the WATSAN team (PU-AMI employees and any daily workers)   Logistics and Administration: oversee the logistics and financial duties of the project(s) under his/her responsibility   Representation: Upon request from his/her supervisor, he/she will represent the organization to local partners, authorities and stakeholders in relation to the scope of the WATSAN project   Safety and Security: assist in following safety and security rules on-base and will transmit all safety and security information to his/her supervisor   Strategy: assist in developing new operations as needed   Specific objectives and linked activities 1.      Representation/Coordination   Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.   Liaise with local government officials including the Regional Water Establishment, local NGOs and potential project partner, local religious leaders and other community members to ensure support for and acceptance of PU-AMI projects.   Develop and maintain working relationships and coordinate with relevant international and local agencies active in the water and sanitation sector of an emergency response, including representing PU-AMI at local coordination meetings. 2.      Information collection and reporting   Build and monitor precise activities follow up tools aiming at providing accurate and relevant weekly and monthly progress reports for internal information and internal learning, as well as for donors when needed   Collaborate effectively with the Project Implementation Coordination to ensure overall project targets and donor obligations are met. 3.      Activities implementation   Implement multi-grants WATSAN activities under the direct supervision of the Project Implementation Coordinator (PIC) according to PU-AMI’s technical designs and   guidance of the WATSAN Coordinator   Define, update, disseminate and follow up a detailed work plan in order to ensure a coordinated implementation of the activities under his/her supervision in close collaboration with the technical WATSAN team, the Project Implementation Coordinator and the Supply Chain Manager   Collaborate with the Supply Chain Manager to prepare tender and contracts, including technical specifications of works to be performed by potential contractors   Oversee the successful implementation of activities, ensuring that staff are following work plans, that activities are on schedule, and that project deliverables are completed as promised.   Collaborate closely with the Community Outreach Project Manager to put in place adequate community-based management committees, and conduct regular community assessments while implementing the activities and make recommendations about the needs and vulnerabilities of targeted populations in regard to water, sanitation and hygiene issues.   Collaborate closely with the Health Project Manager to guarantee the adequacy of the WATSAN activities with the health issues identified among the targeted communities and prepare emergency response plan preventively to potential outbreaks.   Ensure that value-added cross-cutting themes are sufficiently incorporated into the implementation of the activities (gender, youth, violence/tension prevention, protection, etc.) 4.      Operational Team management   Set up, recruit and train the WATSAN technical team of almost 15 staff.   In collaboration with the Admin/Finance Manager, s/he manages the technical team according to PU-AMI’s HR policy and guidelines (management per objectives, performance evaluation, capacity building, holidays planning, etc…)   Constantly liaise and coordinate actions with the PIC   Create and sustain a work environment of mutual respect where team members strive to achieve excellence   Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews   Contribute to country team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes   Provide team members with information, tools and other resources to improve performance & reach objectives 5.      Financial and Logistics Management   Follow up the aid budget with regards to activities under his/her supervision (budget follow-up)   Manage the cash forecast on a weekly basis according to the procurement plan related to WATSAN activities and the foreseen expenditures   In direct link with the supply chain manager, ensure a regular control of the WATSAN stocks and replenishments   Issue and follow-up procurements for the project needs 6.      Capitalization/Institutional Knowledge Building   Design and write comprehensive Activity Forms for all major operational aspects in direct collaboration with his/her supervisors   Develop comprehensive support documents for activities implementation by the WATSAN team   Organize training sessions in link with the WASH Coordinator   Identify new areas of intervention and referral to the Quality team for implementation of needs assessment   Support the definition of new program’s strategy and proposal writing 7.      Security   Work closely with the country and field team’s security focal points to develop and maintain systems and training that ensure the safety and security of the team. 8.      Accountability to Beneficiaries   PU-AMI team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.   Focus on 3 priority activities related to the context of the mission     In direct collaboration with the PIC, finalize and implement the setup of the WATSAN team in Akkar with regards to HoM/DHoM’s recommendations   Implement the third phase of the UNICEF project, whilst managing new comers, emergency response protocols for pre-identified scenarios and the maintenance of WATSAN structures built/installed in the past 2 years.   Define an implement the plan with PIC in order to guarantee that targets are met according to the deadline (February 2015)     QUALIFICATIONS   Mandatory requirements   Language Skills: Fluent in English and Arabic (speaking/reading/writing) Education Degree: Master in project management. A Degree in hydraulics, water sciences and/or water management and/or Humanitarian WASH software and hardware aspects is a plus Work experience: Minimum 2 years of experience in management of WASH or other humanitarian Projects. Knowledge of the project cycle management and logical framework; ability to monitor activities’ indicators. Computer Skills: Excellent knowledge of the MS office software including Word, Excel, Outlook. Google Earth/mapping software (ArcGIS).
