Protection Team Leader

The IRC has been working in Lebanon since 2012 to provide support to refugees and vulnerable host community members in the areas of women’s protection, children’s protection and cash assistance. The IRC is currently implementing a Protection Monitoring and Information Dissemination project (PMI) in Mount Lebanon to assist thousands of refugees and other Persons of Concern (PoCs). The project promotes a protective environment for adults and children, especially those identified through monitoring to be most at-risk of rights violations and problems in accessing services, through reporting and referral of protection concerns faced by vulnerable groups and individuals. The second phase of the PMI programme will continue to focus on ensuring that PoCs have increased access to rights and entitlements through monitoring, information provision, advocacy, and other support as needed; it will also include the provision of legal counseling and representation services SCOPE OF WORK: Under the direct supervision of the Protection and Information Manager, the Protection Team Leader (PTL) will be responsible for directly supervising the mobile protection teams carrying out protection monitoring and legal assistance. The PTL will manage the field visits of the mobile teams, as well as collaboratively input into the work planning of the Community Engagement Officer to support effective coordination. She/he will also provide ongoing technical support to protection monitors in coordination with the PMI and the Protection Reporting Officer, to ensure that data collection methodologies are safe, impartial and provide for adequate triangulation. The PRL will also work with the reporting officer and the PIM to ensure that data collection is comprehensive, accurate and og high quality. RESPONSIBILITIES: 1. Provide direct supervision and support to the mobile protection teams, including:     a. Support to scheduling of, and participation in, monitoring and legal field missions;     b. Regular review of data collected by the teams and reporting systems;     c. Development of individual work plans, ensuring best practice standards are met as well as the development of professional development plans for staff;      d. Regular review of case referrals and other associated action points for monitoring; and,      e. Support mobile teams’ field access by meeting with relevant stakeholders and local authorities as required;2. Monitor and repot on protection trends from the field on regular basis;3. Develop and deliver trainings for staff on protection monitoring4. Support the Protection Manager in the development of advocacy positions to be shared with the Protection Working Group. 5. Develop and maintain effective working relationships with other INGO, UNHCR, government authorities, and other key stakeholders to ensure active coordination, collaboration, and information dissemination;6. Undertake other tasks as requested by the Protection and Information Manager. Professional Standards• All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies. REQUIREMENTS: 1. Experience with working with beneficiaries2. Strong protection experience, demonstrated ability in detecting and referring vulnerable cases3. Strong experience in managing a diverse team;4. Experience with an NGO and/or international organization managing program activities;5. Ability to interpret, analyze and synthesize information in a fast-paced environment;6. Excellent drafting and oral communication skills in both English and Arabic;7. Proactive, flexible, team spirited and willing to learn;8. Good computer skills including MS Word, Excel and PowerPoint9. Excellent organizational skills, timeliness, ability to determine priorities and great attention to detail; Travel and other requirements: Staff will be based in Beirut office, with frequent field visits between Mount Lebanon governorates.
